Rep. Ray called the meeting to order at 2:08 p.m.

MOTION:    Rep. Daw moved to approve the minutes of the February 4, 2009 meeting. The motion passed unanimously.


H.B. 273    Contracting for Inter-facility Medical Transports (Rep. M. Noel)

Rep. Noel explained the bill to the committee, assisted by David Mortensen, attorney.

Handouts were provided both in support of and in opposition to the bill.

MOTION:    Rep. Menlove moved to send the bill to interim study and request that legislative leadership approve creation of an interim committee subcommittee to study the issue.

SUBSTITUTE
MOTION:    Rep. Riesen moved to pass H.B. 273 with a favorable recommendation. The motion passed with Rep. Beck, Rep. Daw, and Rep. Menlove voting in opposition to the motion.


S.B. 37    Utah Substance Abuse and Anti-violence Coordinating Council Amendments (Sen. K. Van Tassell)

Sen. Van Tassell explained the bill to the committee.

MOTION:    Rep. Menlove moved to pass S.B. 37 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Vickers moved to place the bill on the Consent Calendar. The motion passed unanimously.


1st Sub. S.B. 117    Advance Health Care Directive Act Amendments (Sen. A. Christensen)

Sen. Christensen explained the bill to the committee.

MOTION:    Rep. Beck moved to pass 1st Substitute S.B. 117 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Daw moved to adjourn the meeting. The motion passed unanimously.

Rep. Ray adjourned the meeting at 4:27 p.m.
