Madam Chair Fowlke called the meeting to order at 8:03 a.m. and requested the committee members introduce themselves.

HB0013     Crime of Strangulation or Smothering (Rep. J. Seelig)

The sponsor introduced the bill and explained its intent (see handout). Jaycee Skinner, Sentencing Commission, addressed questions from the committee.

Ned Searle, Director, Office on Violence Against Women and Families, Commission on Criminal and Juvenile Justice, spoke to the bill.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously with Representatives Grover and Hutchings absent for the vote.

HB0097    Sexual Exploitation of a Minor (Rep. R. Bigelow)

The sponsor introduced the bill and explained its intent. Ken Wallentine, Investigations Division, Utah Attorney Generals Office, assisted Representative Bigelow with the presentation

and answered questions from the committee.

MOTION:    Representative Johnson moved to amend the bill:

1.    Page 1, line 26:    After "distributes," delete "views," and insert "or knowingly accesses with the intent to view"

2.    Add Section 76-3a-1 to the bill, and insert "or knowingly accesses with the intent to view"

SUBSTITUTE
MOTION:
    Representative Biskupski moved to move on to the next item on the agenda so that Section 76-3a-1 could be printed. The motion passed unanimously with Representatives Grover and Hutchings absent for the vote.

HB0238    Exemption of University Housing from Eviction Laws (Rep. K. Holdaway)

The sponsor introduced the bill and explained its intent. Representative Holdaway was assisted by Barbara Remsburg, Director, Student Housing Office, University of Utah. (see handout) Thomas Vaughn, Legislative Research and General Council, addressed questions from the committee.

MOTION:    Representative Gibson moved to pass the bill out favorably. The motion passed         unanimously with Representatives Allen and Hutchings absent for the vote.

HB0247    Amendments to Email Information Required of Registered Sex Offenders (Rep. J. Bird)

The sponsor introduced the bill and explained its intent. Assisting Representative Bird with the presentation and addressing questions from the committee were Wade Farraway, Government Affairs, Utah Attorney Generals Office, and Jaycee Skinner, Sentencing Commission.

MOTION:    Representative McIff moved to pass the bill out favorably. The motion passed         unanimously with representative Allen absent for the vote.


MOTION:    Representative Biskupski moved to adjourn the meeting. The motion passed unanimously. Madam Chair Fowlke adjourned the meeting at 9:30 am.
