Madam Chair Fowlke called the meeting to order at 9:18 a.m. and called for a motion to approve the minutes.

MOTION:    Representative Ipson moved to approve the minutes of February 13, 2009. The motion passed unanimously with Representatives Bird and Hutchings absent for the vote.

HB0160    Adult Joint Support Declaration (Rep. J. Seelig)

The sponsor introduced the bill and explained its intent. Cliff Rosky, University of Utah Law Professor, Family Law, Neil Potwari, University of Utah Electrical Engineering Professor, Kim Hackford Peer, constituent, assisted in the presentation.

Stan Rasmussen, Sutherland Institute, Sandra Rodrigues, self, LaVar Christensen, self, Gayle Ruzika, Utah Eagle Forum, spoke against the bill.

Will Carlson, Director Public Policy, Equity Utah, spoke in favor of the bill.

MOTION:    Representative King moved to pass the bill out favorably. the motion failed 4-9-0 with Representatives Biskupski, Johnson, King, and Wheatley voting in favor of the motion and Representatives Allen, Bird, Gibson, Grover, Hutchings, McIff,

Powell, Ipson, and Fowlke voting against the motion.

Madam Chair Fowlke then called for a motion to adjourn.

MOTION:    Representative Ipson moved to adjourn the meeting. The motion passed unanimously, and Madam Chair Fowlke adjourned the meeting at 10:04 am.
