Rep. Oda called the meeting to order at 2:15 p.m.

MOTION:    Rep. Wimmer moved to approve the minutes of the January 28, 2009 meeting. The motion passed unanimously, with Rep. Ferry, Rep. Greenwood, Rep. Litvack, and Rep. Ray absent for the vote.

H.B. 41    Sex Offender Registration Amendments (Rep. K. Sumsion)

Rep. Oda noted that a fiscal note had been obtained for H.B. 41 and reminded the committee that testimony and explanation had been heard on the bill in a previous meeting.

MOTION:    Rep. Wimmer moved to pass the bill out favorably. The motion passed unanimously, with Rep. Ferry, Rep. Greenwood, Rep. Litvack, Rep. Ray absent for the vote.

H.B. 227    Prohibition on Citation Quotas (Rep. N. Hansen)

Rep. Hansen presented the bill to the committee.

Spoke against the bill:    Chief Terry M Keefe, Police Chief, Layton City

                Mr. Frank Budd, Utah Chiefs of Police Association



MOTION:    Rep. Wiley moved to hold the bill in committee requesting a review from the Office of Legislative Research and General Counsel on the effect the bill would have on the ability of law enforcement to enforce traffic laws.

SUBSTITUTE
MOTION:    Rep. Aagard moved to pass the bill out favorably. The motion failed, with Rep. Seelig and Rep. Wiley voting in favor.

H.B. 113    Salvage Vehicle Title Amendments (Rep. T. Kiser)

Rep. Kiser presented the bill to the committee with the assistance of Mr. Chris Purcell, State Farm Insurance.

S.B. 16    Prohibited Gang Activity (Sen. J. Greiner)

Sen. Greiner presented the bill to the committee.
