Rep. Aagard called the meeting to order at 8:03 a.m.

MOTION:    Rep. Dougall moved to approve the minutes of the February 20, 2009 meeting. The motion passed unanimously, with Rep. Ray, Rep. Seelig, and Rep. Wiley absent for the vote.

S.J.R. 9    Resolution Honoring the Utah Law Enforcement Memorial Foundation (Sen. J. Greiner)

Sen. Greiner presented the resolution to the committee.

Spoke to the resolution:    Ken Wallentine, Office of the Attorney General

MOTION:    Rep. Wimmer moved to pass the resolution out favoraby. The motion passed unanimously, with Rep. Seelig absent for the vote.

H.B. 276    Custodial Interference Amendments (Rep. C. Wimmer)

Rep. Wimmer presented the bill to the committee.



MOTION:    Rep. Wimmer moved to amend the bill as follows:

1.    Page 2, Lines 43 through 44 :    

             43      individual who is entitled to custody of the child, or otherwise intentionally
{   or knowingly   }

             44      interferes with the custody to which that individual is entitled, during a period of time when:

The motion to amend passed unanimously, with Rep. Seelig absent for the vote.

MOTION:    Rep. Wimmer moved to pass the bill out favorably. The motion passed unanimously.

1st Sub. H.B. 248    Regulating the Use of a Wireless Communication Device While Operating a Motor Vehicle (Rep. C. Moss)

Rep. Moss reviewed the bill that was previously presented in the meeting of February 20, 2009.

MOTION:    Rep. Wiley moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Ray moved to proceed to the next item on the agenda. The motion passed, with Rep. Beck, Rep. Seelig, and Rep. Wiley voting in opposition.

H.B. 64    Deterring Illegal Immigration (Rep. B. Dee)

Rep. Dee presented the bill to the committee.

MOTION:    Rep. Dougall moved to adopt 1st Substitute H.B. 64. The motion failed, with Rep. Aagard, Rep. Dougall, Rep. Lockhart, and Rep. Oda voting in favor.

MOTION:    Rep. Wiley moved to proceed to the next item on the agenda. The motion passed unanimously.

H.B. 163    Property Transaction Amendments (Rep. R. Lockhart)

Rep. Lockhart presented the bill to the committee.
