Rep. Barrus called the meeting to order at 8:03 a.m.

H.B. 11    Recodification of Natural Resources Provisions (Rep. J. Mathis)

Rep. Mathis explained the bill to the committee, thanking Emily Brown for her work on the bill.

Emily Brown, Legislative Legal Counsel, further explained the bill.

Spoke for the bill:    Mike Styler, Executive Director, Department of Natural Resources

MOTION:    Rep. Riesen moved to pass the bill out favorably. The motion passed unanimously with Rep. Dee, Rep. Draxler and Rep. Wilcox absent for the vote.

Rep. Barrus relinquished the chair to Rep. Mathis.

H.B. 34    Penalties for Destruction of Bald Eagle (Rep. R. Barrus) (handout)

Rep. Barrus explained the bill to the committee.

MOTION:    Rep. Noel moved to pass the bill out favorably. The motion passed unanimously with Rep. Dee and Rep. Draxler absent for the vote.

Rep. Barrus resumed the chair.

H.B. 62    State Water Development Commission Amendments (Rep. K. Gibson)

Rep. Gibson explained the bill to the committee.

MOTION:    Rep. Gibson moved to delete H.B. 62 and replace it with 1st Sub. H.B. 62. The motion passed unanimously with Rep. Draxler absent for the vote.

MOTION:    Rep. Painter moved to pass the bill out favorably as substituted. The motion passed unanimously with Rep. Draxler absent for the vote.

MOTION:    Rep. Brown moved to place the bill on the consent calendar. The motion passed unanimously with Rep. Draxler absent for the vote.

H.B. 68    Development Exactions (Rep. P. Painter)

Rep. Painter explained the bill to the committee.

Rep. Winn explained the bill to the committee. Todd Bingham further explained the bill.

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously.

H.R. 1        House Resolution Supporting the Narrows Water Project in Central Utah      (Rep. B. Winn)

Rep. Winn explained the bill to the committee.

Several City Council members and Youth Councils from Manti, Ephraim and Mt. Pleasant were recognized and welcomed to the meeting.

MOTION:    Rep. Draxler moved to pass out the bill favorably. The motion passed with Rep. Hendrickson and Rep. Watkins voting in opposition.

MOTION:    Rep. Hendrickson moved to adjourn. The motion passed unanimously.
