Rep. Mathis called the meeting to order at 2:00 p.m.

Rep. Barrus was excused for the first part of the meeting.

MOTION:    Rep. Hendrickson moved to approve the minutes from the January 28, 2009 meeting. The motion passed unanimously with Rep. Barrus and Rep. Dee absent for the vote.

S.B. 13    Administering Substances to Wildlife (Sen. M. Dayton) (Rep. R. Barrus) (handout)

Sen. Dayton, assisted by Robin Thomas, Utah Division of Wildlife Resources, explained the bill to the committee.

MOTION:    Rep. Painter moved to pass the bill out favorably. The motion passed unanimously with Rep. Barrus and Rep. Dee absent for the vote.


S.B. 17    Surface Coal Mining Amendments (Sen. D. Stowell) (Rep. M. Noel)

Sen. Stowell, assisted by John Baza, Director Utah Division of Oil, Gas and Mining, explained the bill to the committee.

MOTION:    Rep. Watkins moved to pass the bill out favorably. The motion passed unanimously with Rep. Barrus and Rep. Dee absent for the vote.

MOTION:    Rep. Winn moved to place the bill on the consent calendar. The motion passed unanimously with Rep. Barrus and Rep. Dee absent for the vote.

H.B. 116    Uniform Fees on Canoes (Rep. M. Wheatley)

Rep. Wheatley explained the bill to the committee.

MOTION:    Rep. Noel moved to pass the bill out favorably. The motion passed with Rep. Draxler and Rep. Mathis voting in opposition. Rep. Barrus, Rep. Dee and Rep. Winn were absent for the vote.

H.B. 115    County Conservation and Preservation Fund (Rep. J. Draxler)

Rep. Draxler explained the bill to the committee.

H.B. 92    Requirement to Wear Hunter Orange Amendments (Rep. S. Sandstrom)

MOTION:    Rep. Draxler moved to replace H.B. 92 with 1st Sub. H.B. 92. The motion passed unanimously with Rep. Barrus absent for the vote.

Rep. Sandstrom explained the bill to the committee.
