Rep. Mathis called the meeting to order at 2:06 p.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the February 11, 2009 meeting. The motion passed unanimously with Rep. Noel absent for the vote.

S.J.R. 4    Recycling of Electronic Waste Joint Resolution (Sen. S. McCoy) (Rep. R. Chavez-Houck)

Sen. McCoy explained the resolution to the committee.

Spoke for the resolution:     Eric Anderson, Guaranteed Recycling Experts (GRX) regional manager
            Kathy VanDame, Wasatch Clean Air Coalition
            Brad Mertz, Recycling Coalition of Utah
            Dennis Downs, Department of Environmental Quality (DEQ)

MOTION:    Rep. Watkins moved to pass the resolution out favorably. The resolution passed unanimously with Rep. Gowans and Rep. Noel absent for the vote.


1st Sub. S.J.R. 1    Joint Resolution - Renewable Energy System (Sen. P. Jones) (Rep. )

MOTION:    Rep. Brown moved to delete 1st Sub. S.J.R. 1 and replace it with 2nd Sub. S.J.R. 1. The motion passed unanimously with Rep. Gowans and Rep. Noel absent for the vote.

MOTION:    Rep. Brown moved to amend 2nd Sub. S.J.R. 1 as follows:

MOTION:    Rep. Gibson moved to pass out favorably 2nd Sub. S.J.R. 1 as amended. The motion passed unanimously with Rep. Noel absent for the vote.

Rep. Gibson recognized and welcomed to the meeting several women from his District

H.B. 322    Tire Recycling Fee Modifications (Rep. N. Hendrickson)

MOTION:    Rep. Hendrickson moved to amend the bill as follows:

1.    Page 1, Line 26 :    

             26      tire from a tire retailer shall pay
  the tire retailer       a recycling fee [is imposed upon each purchase from a tire

The motion passed unanimously with Rep. Noel absent for the vote.

Spoke to the bill:    Dennis Downs, Division of Solid and Hazardous Waste

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously with Rep. Gibson, Rep. Noel and Rep. Winn absent for the vote.

Rep. Mathis relinquished the chair to Rep. Barrus.


H.B. 153    Trespass Law Amendments (Rep. J. Mathis)

Rep. Mathis explained the bill to the committee.

Spoke to the bill:    Todd Bingham, Utah Farm Bureau
            Jim Karpowitz, Director Utah Division of Wildlife Resources
    
MOTION:    Rep. Brown moved to amend the bill as follows:

1.    Page 2, Line 45 :    

             45      to

Committee discussion followed and Rep. Brown withdrew his motion

MOTION:    Rep. Gibson moved to pass the bill out favorably. The motion passed with Rep. Barrus, Rep. Riesen and Rep. Watkins voting in opposition. Rep. Winn was absent for the vote.

MOTION:    Rep. Hendrickson moved to adjourn. The motion passed unanimously with Rep. Winn absent for the vote.

Rep. Barrus adjourned the meeting at 3:21 p.m.
