Rep. Hunsaker called the meeting to order at 8:07 a.m.

H.B. 61    Local Government Entity Changes (Rep. K. Holdaway)

Rep. Holdaway introduced and explained the bill to the Committee.

MOTION:    Rep. Draxler moved to adopt 1st Substitute H.B. 61. The motion passed unanimously, with Rep. Fisher and Rep. Gibson absent for the vote.

Rep. Holdaway explained 1st Substitute H.B. 61 to the Committee, with the help of
James C. Kaiserman, President, County Surveyors Association, Alan Spriggs, Summit County Recorder, and Michael Cragon, Deputy Chief of Staff, Lt. Governor's office.

Spoke to the bill: Ted Mason, a licenced land surveyor in state of Utah
     John Stahl, Utah Legislative Council for Utah Land Surveyors
     Marty Shearer, Utah Surveyor's Standard and Ethic Committee
     Ernest Rowley, Weber County Recorder and Surveyor
     LeGrande Bitter, Utah Association of Special Districts
     Lincoln Shurtz, Utah League of Cities and Towns


Robert H. Rees, Associate General Counsel, Office of Legislative Research and General Counsel, answered questions.

MOTION:    Rep. Webb moved that the Committee recommend 1 Substitute H.B. 61 favorably.

SUBSTITUTE
MOTION:     Rep. Dunnigan moved to continue to the next item on the agenda. The substitute motion passed with Rep. Black, Rep. Draxler, Rep. Dunnigan, Rep. Fisher, Rep. Poulson, and Rep. Hunsaker voting in the affirmative.

H.B. 226    Disaster Recovery and Emergency Management Amendments (Rep. C. Oda)

Rep. Oda introduced and explained the bill to the Committee.

MOTION:    Rep. Fisher moved to recommend H.B. 226 favorably. The motion passed unanimously, with Rep. Gibson absent for the vote.

H.B. 257    Political Subdivision Clerk Amendments (Rep. M. Newbold)

Rep. Newbold introduced and explained the bill to the Committee.

MOTION:    Rep. Dunnigan moved to recommend H.B. 257 favorably. The motion passed unanimously, with Rep. Gibson absent for the vote.

H.B. 258    Amendments to Notice Provisions for Subdivision Changes (Rep. K. Powell)

Rep. Powell introduced and explained the bill to the Committee.

MOTION:    Rep. Dunnigan moved to recommend H.B. 258 favorably. The motion passed unanimously, with Rep. Gibson absent for the vote.

MOTION:    Rep. Oda moved that the meeting be adjourned. The motion passed unanimously with Rep. Gibson absent for the vote. Chair Hunsaker adjourned the meeting at 9:53 a.m.
