Rep. Hunsaker called the meeting to order at 8:14 a.m.

MOTION:    Rep. Oda moved to approve the minutes of February 6, 2009. The motion passed unanimously, with Rep. Dunnigan, Rep. Fisher, Rep. Gibson, and Rep. Greenwood absent for the vote.

H.B. 274    Local Government Fees and Charges to State Agencies (Rep. C. B. Wallis)

This bill was not considered.

H.J.R. 11    Joint Resolution Expressing Support for and Recognizing the Value of Locally Elected Officials (Rep. M. Brown)

Rep. Brown introduced and explained the bill to the Committee.

MOTION:    Rep. Gibson moved to recommend H.J.R. 11 favorably. The motion passed unanimously, with Rep. Fisher absent for the vote.

MOTION:    Rep. Dunnigan moved to place H.J.R. 11 on the Consent Calendar. The motion passed unanimously.

H.B. 309    County Fiscal Procedures Amendments (Rep. C. Herrod)

This bill was not considered.

S.B. 92 Local Governmental Cooperation in Education Matters (Sen. P. Jones) (Rep. C. Moss)

Sen. Jones introduced and explained the bill to the Committee.

MOTION:    Rep. Chavez-Houck moved to recommend S.B. 92 favorably. The motion passed unanimously.

MOTION:    Rep. Fisher moved to place S.B. 92 on the Consent Calendar. The motion passed unanimously.

H.B. 147    Resource Recovery by Governmental Entities (Rep. T. Cosgrove)

Rep. Cosgrove introduced and explained the bill to the Committee, with the help of Mark Lewon, Utah Metal Works, Inc.

Spoke to the bill: Scott Peppler, Recyling Coalition of Utah

MOTION:    Rep. Draxler moved to recommend H.B. 147 favorably.

SUBSTITUTE
MOTION:    Rep. Gibson moved to amend H.B. 147 as follows:

1.    Page 1, Lines 15 through 16 :    

             15          .    requires a first
{   or second   } class county and a state or municipal agency located in a

             16      first
{   or second   } class county to recycle certain materials.


2.    Page 2, Line 34 :    

             34          (B) located in a first
{   or second   } class county.


3.    Page 3, Lines 61 through 62 :    

             61          (a) (i) "County facility" means a building, structure, or other improvement that is
             62      constructed on property owned by a first
{   or second   } class county.


4.    Page 4, Line 107 :    

             107          (B) located in a first
{   or second   } class county.


The motion failed with Rep. Black, Rep. Chavez-Houck, Rep. Draxler, Rep. Dunnigan, Rep. Edwards, Rep. Fisher, Rep. Greenwood, and Rep. Poulson voting in opposition.

SUBSTITUTE
MOTION:    Rep. Edwards moved to adjourn the meeting. The motion passed with Rep. Black, Rep. Chavez-Houck, Rep. Draxler, Rep. Fisher, and Rep. Poulson voting in opposition.

Rep. Hunsaker adjourned the meeting at 9:35 a.m.
