Rep. Webb called the meeting to order at 8:35 a.m.

MOTION:    Rep. Draxler moved to approve the minutes of February 17, 2009. The motion passed unanimously, with Rep. Chavez-Houck, Rep. Fisher, Rep. Gibson, Rep. Greenwood, and Rep. Oda absent for the vote.

H.B. 309    County Fiscal Procedures Amendments (Rep. C. Herrod)

Rep. Herrod introduced and explained the bill to the Committee, with the help of Steve White, County Commissioner, Utah County.

MOTION:    Rep. Draxler moved to amend H.B. 309 as follows:

1.    Page 1, Line 16 :    

             16              .    
{   require the approval of   }        allow the transfer or expenditure if it is in accordance with budgetary and fiscal policies or ordinances adopted by       the county legislative body;



2.    Page 2, Line 39 :    

             39          (1) After review by the budget officer[,] and
{   with the approval of   }        in accordance with budgetary and fiscal policies or ordinances adopted by       the county legislative


The motion passed unanimously, with Rep. Chavez-Houck, Rep. Fisher, Rep. Gibson, and Rep. Oda absent for the vote.

MOTION:    Rep. Draxler moved to recommend H.B. 309 favorably as amended. The motion passed unanimously, with Rep. Fisher, Rep. Gibson, and Rep. Oda absent for the vote.

H.B. 375    Local Government Records Amendments (Rep. R. Wilcox)

Rep. Wilcox introduced and explained the bill to the Committee, with the help of Adam Trupp, Utah Association of Counties.

MOTION:    Rep. Black moved to recommend H.B. 375 favorably. The motion passed unanimously, with Rep. Fisher, Rep. Gibson, and Rep. Oda absent for the vote.

MOTION:    With the approval of the bill sponsor, Rep. Greenwood moved to place H.B. 375 on the Consent Calendar. The motion passed unanimously, with Rep. Fisher, Rep. Gibson, and Rep. Oda absent for the vote.

MOTION:    Rep. Black moved to adjourn the meeting. The motion passed unanimously, with Rep. Fisher, Rep. Gibson, and Rep. Oda absent for the vote.

Rep. Webb adjourned the meeting at 8:53 a.m.
