Rep. Webb called the meeting to order at 4:19 p.m.

MOTION:    Rep. Hunsaker moved to approve the minutes of February 27, 2009. The motion passed unanimously, with Rep. Dunnigan, Rep. Edwards, Rep. Oda absent for the vote.

H.B. 179    State-owned Land Amendments (Rep. K. Gibson)


Rep. Gibson introduced and explained the bill to the Committee, with the help of Bruce Jones, Utah Transit Authority.

MOTION:    Rep. Gibson moved to amend H.B. 179 as follows:

1.    Page 1, Line 16 :    

             16          .    authorizes the Division of Facilities Construction and Management to
{   donate   }        exchange       certain


2.    Page 5, Line 124 :    

             124          The division may
{   donate   }        transfer title to       a parcel of land it owns in a county of the first class to a public


3.    Page 5, Lines 126 through 127 :    

             126      and associated transit oriented development if
  :

    (1)  
the parcel is within one mile of the proposed

             127      commuter rail transit station and associated transit oriented development
{   .   }        ; and

    (2) the division receives in return fair and adequate consideration.  


The motion to amend passed unanimously, with Rep. Dunnigan and Rep. Edwards absent for the vote.

MOTION:    Rep. Fisher moves to move to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Oda moved to recommend H.B. 179 favorably as amended. The motion passed with Rep. Fisher voting in opposition and Rep. Dunnigan absent for the vote.

S.J.R. 10    Alternative Training Center Joint Resolution (Sen. D. Stowell) (Rep. M. Noel)

Sen. Stowell introduced and explained the bill to the Committee.

MOTION:    Rep. Greenwood moved to recommend S.J.R. 10 favorably. The motion passed unanimously, with Rep. Draxler, Rep. Dunnigan, Rep. Gibson, and Rep. Hunsaker absent for the vote.

MOTION:    Rep. Greenwood moved to place S.J.R. 10 on the Consent Calendar. The motion passed unanimously, with Rep. Draxler, Rep. Dunnigan, Rep. Gibson, and Rep. Hunsaker absent for the vote.

S.B. 153    County and Municipal Land Use Amendments (Sen. M. Madsen) (Rep. M. Morley)

Sen. Madsen introduced and explained the bill to the Committee.

MOTION:    Rep. Oda moved to recommend S.B. 153 favorably. The motion passed, with Rep. Black voting in opposition and Rep. Draxler, Rep. Dunnigan, Rep. Fisher, Rep. Gibson, and Rep. Hunsaker absent for the vote.

MOTION:    Rep. Black moved to adjourn the meeting. The vote passed unanimously, with Rep. Draxler, Rep. Dunnigan, Rep. Fisher, Rep. Gibson, and Rep. Hunsaker absent for the vote.

Rep. Webb adjourned the meeting at 5:33 p.m.
