Vice-Chair Winn called the meeting to order at 8:35 am and called for a motion to approve the minutes of January 27, 2009 .

MOTION:    Representative Herrod moved to approve the minutes of January 27, 2009. The motion passed unanimously with Representatives Brown and Fowlke absent for the vote.

HCR005    Concurrent Resolution Urging the Realignment of Air Quality Requirements by the Epa (Rep. R. Menlove)

The sponsor introduced the bill and explained its intent.

Bryce Bird, Planning, Division of Air Quality, Air Standards Planning Branch, addressed questions of the committee. Tom Bingham, Utah Manufacturers Association, spoke to the bill. James Holtcamp, Chairman, Air Quality, Utah Manufacturers Association, spoke to the bill.

MOTION:    Representative Fowlke moved to pass the bill out favorably. The motion passed unanimously.



Chair Noel announced to the committee he had received an email from Representative Chavez- Houck. She was absent as her mother has passed away and the funeral is today. Chair Noel asked that the committee extend their condolences and she be listed as excused on the minutes.

MOTION:    Representative Brown moved to adjourn. The motion passed unanimously. The meeting adjourned at 9:10 am.
