Rep. Barrus, on behalf of the chair, called the meeting to order at 8:13 am, and called for a motion to approve the minutes of February 23, 2009.

MOTION:    Representative Fowlke moved to approve the minutes of February 23, 2009. The motion passed unanimously with Representatives Brown, Gowans, Wilcox, Winn, and Noel absent for the vote.

SB0075    Utility Amendments (Sen. S. Urquhart)

The bill was held at the request of the sponsor.

HB0392    Natural Gas for Vehicles (Rep. D. Ipson)

The sponsor introduced the bill and explained its intent. He was assisted in answering questions by Barrie L. McKay, Manager, State Regulatory Affairs, Questar Gas Company.

The chair was turned to Chairman Noel at 8:17 am.

Michele Beck, Director, Committee of Consumer Services, spoke in opposition to the bill.
Lee Peacock, President, Utah Petroleum Association, spoke to the bill.
Jeff Hartley, Director, Responsible Energy Producers Forum, spoke in favor of the bill.



Representative Ipson, the sponsor of HB 392 indicated to the committee that he would be bringing this issue to interim study.

MOTION:    Representative Winn moved to pass HB 392 out favorably. The motion passed unanimously with Representatives Brown and Gowans absent for the vote.

Chair Noel turned the chair to Vice Chair Winn at 8:50 am.

HB0411    Utah Technology Governance Act Amendments (Rep. S. Clark)

The sponsor introduced the bill and explained its intent. David Spatafore, UCAN, assisted in the presentation of the bill.

MOTION:    Representative Hunsaker moved to pass HB 411 out favorably. The motion passed unanimously with Representative Gowans absent for the vote.

Chair Noel thanked the committee for their hard and diligent work on the committee this session.

MOTION:    Representative Wilcox moved to adjourn. The motion passed unanimously with Representative Gowans absent for the vote. Vice Chair Winn adjourned the meeting at 8:55 am.
