MOTION: Rep. Holdaway moved to approve the minutes of the February 3, 2009 meeting. The motion passed unanimously, with Rep. Cosgrove, Rep. Janice Fisher, Rep. Harper, and Rep. Mascaro absent for the vote.

MOTION: Rep. Harper moved to amend the bill as follows:
1. Page 1, Lines 13 through 16 :
13 . reduces the aviation fuel tax rate that a federally certificated air carrier pays on
14 aviation fuel purchased at an international airport located within a county of the first
