Chair Valentine called the meeting to order at 8:04.

Approval of Minutes

There were no minutes for approval.

1.     SB0029 Safe Drinking Water Act Amendments (D. Stowell)


    Sen. Stowell introduced an amendment to SB0029




1.    Page 2, Line 33 :    

             33          (a) "Corporate public water system" means a public water system that is
  owned by       a corporation.


    Rep. Painter spoke for the bill.

    Steve Stead, Dentist, spoke for the bill on behalf of UDOTs Health Department.

    Paul Ashton spoke for the bill on behalf of the Holliday Water System.

    MOTION: Sen. Van Tassell moved to approve the addition of Amendment 1 to SB0029.

    The motion passed 4 - 0 with Sens. Niederhouser, Urquhart and Davis absent.

    Martin Sundborg spoke to the bill on behalf of the Holliday Water System.

    David Hardvigsen spoke to the bill on behalf of the Draper Water System.

    Lynn Pace, Deputy City Attorney, Salt Lake City, spoke for the bill and presented a handout.

    Gary Edwards spoke against the bill on behalf of Salt Lake Valley Health Department, Salt     Lake County Health Department, and the Board of Health.

    Pat Curry, resident, spoke against the bill.

    Debra Turner, resident, spoke against the bill.

    Past Sen Baird spoke against the bill

     MOTION: Sen. Van Tassell moved the amended bill be passed out to the floor recognizing
     more work on the bill will be necessary.

     SUBSTITUTION MOTION: Sen. Davis moved the bill be placed on hold.

    The vote was 1 - 5 with Sen. Liljenquist absent for the vote.

    A vote was taken on Sen. Van Tassell's motion to pass the bill out favorably to the floor.


    The motion passed with a 5 - 1 vote. Sen. Liljenquist was absent for the vote.



2.     HB0078 Utah Uniform Securities Act Modifications (J. Bird)

    Rep. Bird presented the modifications to the bill which moves two bills into a consensus bill.

    Keith Woodwell, Department of Securities, spoke for the bill.

    Sen. Hillyard spoke for the bill.

    MOTION: Sen. Van Tassell moved the bill be passed out favorably.

    The motion passed 6 - 0 with Sen Liljenquist absent for the vote.


3.     HB0279 Uniform Prudent Management of Institutional Funds Act (Rep. Last)

    Rep. Last presented the bill.

    MOTION: Sen. Davis moved the bill be passed out favorably.

    The bill passed 6 - 0 with Sen. Liljenquist absent for the vote.

     MOTION: Sen. Urquhart moved the bill be placed on the Consent Calendar.

    The motion was passed 6 - 0 with Sen. Liljenquist absent for the vote.

4.     HB0078 Protection of Constitutionally Guaranteed Activities in Certain Private     Venues (Rep. Madsen)

    Rep. Madsen presented the bill.

    Steven Gunn spoke against the bill on behalf of the Gun Violation Prevention Committee.

    Dave Davis spoke against the bill on behalf of the Utah Food Industry, Utah Retail     Merchants, and Utah Manufactures.

     MOTION: Sen Niederhouser moved that Lines 132 - 133 be amended as follows:

1.    Page 5, Lines 131 through 133 :    

             131          (2) Upon entry of final judgment for a cause of action brought under this section, the


             132     
{   attorney general shall   }        court may       award restitution, when appropriate, to any individual suffering loss

             133      because of a violation of this chapter if proof of loss is submitted to the satisfaction of the


    The motion passed 6 - 0 with Sen Liljenquist absent for the vote.

    Robin Riggs, Salt Lake Chamber, spoke against the bill.

    Lee Peacock, Utah Petroleum Assoc., spoke against the bill.

    Clark Aposhian, Utah Shooting Sports Council, spoke in support of the bill.

     MOTION: Sen. Niederhouser moved the bill be passed out favorably as amended.

    Sen. Madsen summarized the bill for the committee.

    The motion passed with a unanimous vote of 7 - 0.

    MOTION:
Sen. Niederhouser moved the meeting be adjourned.

    The motion passed 7 - 0.


    

    Chair Valentine adjourned the meeting at 9:30 a.m.
