Chair Valentine called the meeting to order at 8:01 a.m.

1.     HB0192 Personal Injury Judgement Interest

    
Rep. Dunnigan introduced and explained HB0192.

    Chris Purcell and Steve Sullivan spoke in favor of HB0192.

    MOTION: Sen. Mayne moved to pass HB0192 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Liljenquist, Urquhart, and Davis absent at the time of the vote.


    MOTION: Sen. VanTassell moved to place HB0192 on the consent calendar.

    The motion passed unanimously with Sens. Liljenquist, Urquhart, and Davis absent at the time of the vote.
    
2.     HB0402 Enforcement of Carbon Monoxide Detector Requirements

    
MOTION:
Per the sponsor's request, Sen. Niederhauser moved to return HB0402 to the Rules Committee.

    The motion passed unanimously with Sens. Liljenquist, Urquhart, and Davis absent at the     time of the vote.

3.     HB0280S01 Insurance Code - Continuing Education

    
Rep. Bird introduced and explained HB0280S01.

    MOTION: Sen VanTassell moved to pass HB0280S01 out of committee with a favorable
    recommendation.

    The motion passed unanimously with Sens. Liljenquist, Urquhart, and Davis absent at the time of the vote.

4.     HB0141S02 Billboard Amendments

    
MOTION:
Per the sponsor's request, Sen. Niederhauser moved to return HB0141S02 to the Rules Committee.

    The motion passed unanimously with Sens. Liljenquist and Davis absent at the time of the     vote.

5.     HB0110S01 Financial Transaction Card Offenses

    
Rep. Fisher introduced and explained HB0110S01.

    Richard Hemp spoke in favor of HB0110S01.

    MOTION: Sen. Mayne moved to pass HB0110S01 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Van Tassell and Davis absent at the time of the vote.

6.     HB0313S01 Social Host Liability



    
Rep. Hutchings introduced and explained HB0313S01.

    Art Brown and Liz Zentner spoke in favor of HB0313S01.

    MOTION: Sen. Niederhauser moved to pass HB0313S01 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Liljenquist absent at the time of the vote.

7.     SB0236 Uninsured and Underinsured Motorist Coverage Amendments

    Sen. Madsen introduced and explained SB0236.

    Mitch Jensen spoke in favor SB0236.

    Chris Purcell, Harold Lee Petersen, and Steve Trainer spoke against SB0236.
    

    Sen. Valentine relinquished the Chair to Sen. Van Tassell.

    Sen. Valentine resumed the Chair.

    MOTION: Sen. Urquhart moved to pass SB0236 out of committee with a favorable     recommendation.
    
    SUBSTITUTE MOTION:
Sen. Niederhauser made a substitute motion to refer SB0236 to     interim study and return the bill to the Rules Committee.

    The substitute motion failed 2-5, with Sens. Niederhauser and Van Tassell voting aye.

     The original motion passed unanimously.

     MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously.

    Chair Valentine adjourned the meeting at 9:01 a.m.
