    Committee Chair Bramble called the meeting to order at 8:38 a.m.

1.     S.B.0109 _ Local School Funding Legislative Task Force

    Chair Bramble announced that Sen. Chris Buttars asked that this bill be sent to interim study.

    MOTION: Sen. Goodfellow moved that S.B. 109 be placed on the interim study list.

    The motion passed unanimously, with Sen. Stephenson absent for the vote.

2.     MOTION: Sen. Goodfellow moved to approve the minutes of January 27, 2009

    The motion passed unanimously, with Sen. Stephenson absent for the vote .

3.     S.B.0092 _ Local Governmental Cooperation in Education Matters

    Sen. Jones introduced and explained the bill and an amendment that was distributed.

     MOTION: Sen. Morgan moved to adopt the following amendment:


1.    Page 1, Lines 15 through 19 :    

             15      with one another in matters affecting the education of their residents;
  and      

             16     
{       .    allows a local governmental entity to specify:

             17              .    the purpose for which public funds are disbursed to a school district; and
             18              .    that public funds disbursed to a school district shall be used within the
             19      boundaries of the local governmental entity; and  
}


2.    Page 2, Lines 38 through 44 :    

             38          (2)
{   (a)   } A local governmental entity may disburse public funds in aid of a school district

             39      located wholly or partially within the limits of its jurisdiction.
             40          
{   (b) A local governmental entity may specify:

             41          (i) the purpose for which the public funds disbursed to a school district shall be used;
             42      and
             43          (ii) that public funds disbursed to a school district shall be used within the boundaries
             44      of the local governmental entity.  
}


3.    Page 2, Line 54 :    

             54      designee, of a county with unincorporated area within the school district's boundaries.
    
  (c) The notice required under Subsection (3)(b) shall be provided by:

    (i) mail;
    (ii) e-mail; or
    (iii) other effective means agreed to by the person to whom notice is given.  


    The motion passed unanimously, with Sen. Stephenson absent for the vote .

    Mr. Peter Corroon, Mayor, Salt Lake County spoke in favor of the bill.

     MOTION: Sen. Goodfellow moved to pass S.B. 92 out of committee with a favorable recommendation.

    The motion passed unanimously.

3.     S.B.0100 _ Financial and Economic Literacy Education Amendments

    Sen. Jones introduced and explained the bill.



    Mr. Preston Cochrane and Superintendent Patti Harrington spoke in favor of the bill.

     MOTION: Sen. Morgan moved to adopt the following amendment:

1.    Page 1, Line 17 :    

             17      .    information about
  higher education savings options, including information about       opening a Utah Educational Savings Plan account; and


2.    Page 4, Lines 90 through 91 :    

             90          (iv) encourage parents and students to establish
  higher education savings, including       a Utah Educational Savings Plan

             91      account; and

3.    Page 4, Lines 95 through 98 :    

             95          (3) A public school shall provide the following to the parents or guardian of a
             96      kindergarten student during kindergarten enrollment:
             97          (a) a financial and economic literacy passport; and
             98          (b) information about
  higher education savings options, including information about       opening a Utah Educational Savings Plan account.


    The motion passed unanimously.

     MOTION: Sen. Stephenson moved to pass S.B.100 out of committee with a favorable recommendation.

    Motion passed unanimously.

    MOTION: Sen. Goodfellow moved to adjourn.

    Chair Bramble adjourned the meeting at 9:03 a.m.
