Chair Bramble called the meeting to order at 8:02
MOTION: Sen. Hillyard moved to approve the corrected minutes of the January 27, 2009 meeting, and to approve the minutes of the January 29, 2009 meeting.
The motion passed unanimously with Sens. Dayton, Jenkins, and Goodfellow absent for the vote.
1. S.B. 48 -- Teacher Licensing by Competency Amendments
Sen. Buttars introduced and explained the bill.
Dr. Larry Shumway, Associate Superintendent, Utah State Office of Education, spoke to the bill.
Tamara Lowe, President, Utah School Boards Association; Debbie White, President, American Federation of Teachers; and Susan Kusiak, Legislative Team, Utah Education Association; spoke against the bill.
Delane England, citizen, spoke in favor of the bill.
MOTION: Sen. Stephenson moved to pass S.B. 48 out of committee with a favorable recommendation.
The motion passed with Sens. Bramble, Dayton, Jenkins, and Stephenson voting in favor, Sens. Goodfellow and Morgan voting in oppostition, and Sen. Hillyard absent for the vote.
2. S.B. 109 -- Local School Funding Legislative Task Force
At the request of the sponsor, this bill was not considered.
3. S.B. 123 -- School District Division Process
Sen. Hillyard introduced and explained the bill.
Shane Siwik, South Salt Lake City Council; John Hisky, Sandy City; and Carlene Walker, citizen; spoke in opposition the bill.
Tamara Lowe, President, Utah School Boards Association and Susan Kuziak, Legislative Team, Utah Education Association, spoke in favor of the bill.
MOTION: Sen. Goodfellow moved to pass S.B.123 out of committee with a favorable recommendation.
SUBSTITUTE MOTION: Sen. Morgan moved to go to the next item on the agenda.
The substitute motion failed with Sens. Morgan and Stephenson voting in favor and Sens. Bramble, Dayton, Goodfellow, Hillyard, and Jenkins voting in opposition.
The original motion failed with Sens. Goodfellow, Hillyard, and Stephenson voting in favor, and Sens. Bramble, Dayton, Jenkins, and Morgan voting in opposition.
MOTION: Sen. Jenkins moved to adjourn.
The motion passed unanimously.
