In Chair Knudson's absence, Sen. Greiner called the meeting to order at 8:10 a.m.

1. HB0231 Utah Commission on Volunteers Amendments (D. Aagard)    

MOTION: Sen. McCoy moved to reconsider on HB0231 the amendment.
The motion passed unanimously with a 5 - 0 vote, and Sen. Jenkins was absent.

Michael Cragun, Deputy Chief of Staff, Lt. Governor Herbert spoke for the bill.

MOTION: Senator McCoy moved the bill be passed out favorably.

The motion passed with a 5 - 0 vote, and Sen. Jenkins was absent.





2. SB0126 State Personnel Management Act Amendments (D. Liljenquist)

Sen Liljenquist moved that SB0126 be replaced with SB01261stSub.

The motion passed 5 - 0 with Sen. Jenkins absent.

Sen. Liljenquist presented SB012611stSub.

Jeff Herring, HRD, spoke for the bill.

Dennis Hammer, Deputy Dir. UPEA, spoke for the bill.

MOTION: Sen. Robles moved the pass be passed out favorably.

The motion passed with a 5 - 0 vote, and Sen. Jenkins was absent.

3. SB0054 Uniform Law - Uniform Assignment of Rents Act (R. Romero)

    Sen. Romero presented the bill.

    K.L. Kauth, Attorney with Jones Waldo, spoke for the bill.

     MOTION: Sen. McCoy moved the bill be passed out favorably.

    The motion passed with a 5 - 0 vote, and Sen. Jenkins was absent.

4.     SB0056 Military Installation Development Authority Amendments (S. Killpack)

     MOTION: Senator Liljenquist moved to adopt the 1st amendment to SB0056, dated
    February 6, 2009.

    The motion passed with a 5 - 0 vote. Sen. Jenkins was absent.

    Sen. Killpack presented the bill.

     MOTION: Sen Liljenquist moved the bill be passed out favorably as amended..

    The motion passed 6 - 0.

5.     SB0150 State Armory Amendments (S. Jenkins)

    Sen. Jenkins presented the bill.

    Colonel Scott Olson spoke for the bill.


    


     MOTION: Senator McCoy moved to mass the bill out favorably.

    The motion passed 5 - 0 with Sen. Robles absent.

6.     HB0043 Coordinating Municipal and Special District Elections (K. Grover)

    Rep. Grover presented the bill.

     MOTION: Sen. Bell moved the 1st. Sub Bill be passed out favorably.

    The motion passed 4 - 0 with Sens. Jenkins and Robles absent.

     MOTION: Sen .Bell moved the bill be placed on the Consent Calendar.

    The motion passed 4 - 0 with Sens. Jenkins and Robles absent.

7.     HB0044S01 Local and Special Service District Election Amendments (K. Grover)

    Rep. Grover presented the bill.

     MOTION: Senator Bell moved the bill be passed out favorably.

    The motion passed with a 4 - 0 vote. Sens. Jenkins and Robles were absent.

     MOTION: Sen. Bell moved the bill be placed on the Consent Calendar.

    The motion passed 4 - 0 with Sens. Jenkins and Robles absent.

8.     HB0048 Ballot Question Amendments (K. Grover)

    Rep. Grover presented the bill.

    Scott Hogansen, Chair, Clerks' Legislative Committee, spoke for the bill. The bill Held,     but there was no vote on the bill.

    MOTION: Sen. Bell moved the meeting be adjourned.

    The motion passed with a 4 - 0 vote. Sens. Jenkins and Robles were absent.


    




    Acting Chair Greiner adjourned the meeting at 9:15 a.m.
