Acting Chair Senator Bell called the meeting to order at 8:20 a.m.
Approval of Minutes
Sen. Bell asked for a motion to approve the minutes of the February 9 th Meeting.
MOTION: Sen. McCoy moved for the approval of the above minutes.
The motion pass 4 - 0 - 3 with Sens. Robles and Jenkins absent.
Sen. Stowell asked to have SB0083 moved to the Friday agenda.
1. SB0153 County and Municipal Land Use Amendments (M. Madsen)
Sen. Madsen presented the bill.
Jody Hoffman, ULCT, spoke for the bill.
Mike Ostermiller, Utah Association of Realtors and Property Rights Coalition, spoke for the bill.
MOTION: Sen. Greiner moved that the bill be passed out favorably.
The motion pass with a vote of 6 - 0 - 1.
2. SB0171 Municipal Annexation Amendments (S. Jenkins)
Sen. Jenkins presented the bill.
MOTION: Sen. Jenkins moved that lines 168 through 170 be deleted from the bill.
The motion passed with a unanimous vote of 6 - 0 - 1.
Lincoln Shurtz, Director of ULCT, spoke for the bill.
MOTION: Sen. Jenkins moved the bill be moved out favorably.
The motion passed with a vote of 6 - 0 - 1.
3. SJR006 Legislator Communications with Judiciary and Executive Branch Joint
Rules (J. Valentine)
Sen. Valentine presented the bill and requested amendments to Lines 78 and 92.
MOTION: Sen. Robles moved the above lines be amended as follows:
Page 3, line 78 After "of this" delete "chapter"
and insert "joint rules"
Page 4, Line 92 After "in this" delete "chapter"
and insert "joint rule"
The bill passed unanimously with a 6 - 0 - 1 vote.
MOTION: After a short discussion, Sen. Robles moved to amend Line 52 as follows:
Page 2, Line 52: After "matter" insert "if that communication will unduly
influence the case or proceeding"
The motion passed unanimously with a 6 - 0 - 1 vote.

MOTION: Sen. Liljenquist moved to amend Lines 70 and 71 as follows:
Page 3, Line 70 After "judge," delete "executive branch employee or executive branch" and insert
"or an administrative law judge"
The motion pass unanimously with a 6 - 0 - 1 vote.
4. SB0152 Legislative Management Powers (M. Waddoups)
Sen. Michael Waddoups presented the bill.
John Fellows, Legislative General Council, spoke for the bill.
MOTION: Sen. Liljenquist moved that the bill be passed out favorably.
The motion passed with a vote of 5 - 0 - 2. Sen. Jenkins was absent for the vote.
5. SJR008 Joint Resolution Regarding Eligibility for Legislative Office

Sen. McCoy presented the bill.
MOTION: Sen. McCoy moved the bill be passed out favorably.
The motion passed with a 6 - 0 - 1 vote.
6. HB0075 Utah Communications Agency Network Amendments (F. Hunsaker)
Rep. Hunsaker presented the bill.
Steve Proctor, Executive Director, UCAN spoke for the bill.
MOTION: Sen. McCoy moved that the bill be passed out favorably.
The motion passed 5 - 0 - 2 with Sen. Greiner absent for the vote.
MOTION: Sen. McCoy moved the bill be placed on the Consent Calendar.
The motion passed favorably with a 6 - 0 - 1 vote.
7. HB0252 Emergency Management Administration Council Amendments

MOTION: Sen. McCoy moved to pass the bill out favorably.
The bill passed unanimously with a 6 - 0 - 1 vote.
MOTION: Sen. Liljenquist moved the meeting be adjourned.
The motion pass unanimously with a 6 - 0 - 1 vote.
Acting Chair Bell adjourned the meeting at 9:30 a.m.
