POLITICAL SUBDIVISIONS STANDING COMMITTEE

Committee Chair Knudson called the meeting to order at 8:10 a.m.


1.     SB0188 Improvement District - Providing Electric Service (Stowell)

    Sen. Stowell presented the bill.

    Craig Smith, Garfield County, spoke for the bill.

     MOTION: Sen. McCoy moved the bill be passed out with a favorable recommendation.

    The bill passed on a vote of 4 - 0 - 3, with Sens. Bell, Jenkins, and Robles absent for the
    vote.



2.     HJR011 Joint Resolution Expressing Support for and Recognizing the Value of     Locally Elected Officials (M. Brown)

    Rep. Brown presented the bill.

    Richard Stowell, Executive Director, Utah School Board Association, spoke for the bill.

    Chris Sorenson, Superintendent for the Nebo School District, spoke for the bill.

    Steven Peterson, School Board Association, spoke for the bill.

    Lyn Dennan, Member of School Community Council, spoke for the bill.

     MOTION: Sen. Liljenquist moved HJR011 be passed out with a favorable      recommendation.

    The motion passed 5 - 0 - 2 with Sens. Jenkins and Bell absent for the vote.

     MOTION: Sen. Liljenquist moved the bill be placed on the Consent Calendar.

    The motion passed 5 - 0 - 2 with Sens. Jenkins and Bell absent for the vote.

3.      HB0125 Impact Fee Amendments (K. Powell)

    Rep. Powell introduced the bill and a prepared amendment to the bill.

     MOTION: Sen. Liljenquist moved to adopt the amendments.

    The motion passed 5 - 0 - 2 with Sens. Bell and Jenkins absent for the vote.

     MOTION: Sen. Liljenquist moved to pass the bill out favorably as amended.

    The motion passed 5 - 0 - 2 with Sens Bell and Jenkins absent for the vote.

4.     HB0297 Budgetary Procedures Act Recodification (R. Bigelow)

    Rep. Bigelow explained there were no policy changes in this recodification bill.

     MOTION: Sen. McCoy moved the bill be passed out with a favorable recommendation.

    The motion passed unanimously 6 - 0 - 1 with Sen. Jenkins absent for the vote.

     MOTION: Sen. McCoy moved HB0297 be placed on the Consent Calendar.

    The motion passed 6 - 0 - 1 with Sen. Jenkins absent for the vote.




    MOTION: Sen. Greiner moved the meeting be adjourned.

    The motion passed 6 - 0 - 1 with Sen Jenkins absent for the vote.


    Chair Knudson adjourned the meeting at 9:50 A.M.
