Committee Chair Stowell called the meeting to order at 8:17 a.m.
1. Approval of Minutes
MOTION: Sen. Christensen moved to approve the minutes of January 27, 2009.
The motion passed unanimously with Sen. Dayton absent for the vote.
2. S.R. 2 Senate Resolution Supporting the Narrows Water Project in Central Utah (R. Okerlund)
Sen. Okerlund introduced the bill. Richard Noble, Engineer, Sanpete Water Conservancy District, and Claudia Jarrett, Commissioner, Sanpete County, assisted in the presentation.
Sen. Davis suggested that the bill be held until a later meeting for interested speakers from Carbon County to be present.
Shelly Teusder, Cargbon Water Cponservancy District spoke in opposition to the bill.
MOTION: Sen. Christensen moved to pass S.R. 2, Senate Resolution Supporting the Narrows Water Project in Central Utah, out favorably.
The motion passed with Sen. Davis voting in opposition.
3. S.B. 44 Coal Mining and Reclamation Amendments (G. Davis)
Sen. Davis introduced the bill.
MOTION: Sen. Davis moved to place the bill on Interim Committee study.
The motion passed unanimously
John Baza, Director, Division of Oil, Gas and Mining, spoke to the bill.
MOTION: Sen. Davis moved to table S.B. 44, Coal Mining and Reclamation Amendments.
The motion passed unanimously.
4. S.B. 110 Oil and Gas Limitation of Actions Amendments (K. Van Tassell)
Sen. Kevin Van Tassell introduced the bill. John Baza assisted in the presentation.
Lee Peacock, Utah Petroleum Association spoke in support of the bill.
MOTION: Sen. Dayton moved to pass S.B. 110, Oil and Gas Limitation of Actions Amendments , out favorably.
The motion passed unanimously with Sen. Davis and Sen. Okerlund absent for the vote.
MOTION: Sen. Dayton moved to place S.B. 110 on the Consent Calendar.
The motion passed unanimously with Sen. Davis and Sen. Okerlund absent for the vote.
5. H.B. 19 Water Rights - Informal Adjudications (K. McIff)
Rep. Kay McIff introduced the bill.
Boyd Clayton, Deput State Engineer, Division of Water Rights; LeGrant Bitter, Executive Director, USAD?; and Dale Pherson, Executive Director, Rural Water Association of Utah, spoke in support of the bill.
MOTION: Sen. Morgan moved to pass H.B. 19, Water Rights - Informal Adjudications, out favorably.
The motion passed unanimously with Sen. Okerlund absent for the vote.
MOTION: Sen. Morgan moved to adjourn.
The motion passed unanimously with Sen. Okerlund absent for the vote.
