Committee Chair Stowell called the meeting to order at 8:06 a.m.
1. H.B. 11 Recodification of Natural Resources Provisions (Rep. J. Mathis) (Sen. D. Stowell)
Rep. John Mathis introduced the bill.
Emily Brown, Associate General Counsel, commented on changes in the bill.
Darin Bird, Deputy Director, Department of Natural Resources, spoke in support of the bill.
MOTION: Sen. Okerlund moved to pass H.B. 11, Recodification of Natural Resources Provisions, out favorably.
The motion passed unanimously with Sen. Davis absent for the vote.
2. S.J.R. 4 Recycling of Electronic Waste Joint Resolution (Sen. S. McCoy)
Sen. Scott McCoy introduced the bill.
Dennis Downs, Director, Division of Solid and Hazardous Waste, spoke in support of the bill.
MOTION: Sen. Morgan moved to pass S.J.R. 4, Recycling of Electronic Waste Joint Resolution, out favorably.
The motion passed unanimously.
MOTION: Sen. Morgan moved to place S.J.R. 4 on the Consent Calendar.

3. H.B. 18 Water Right Applications and Records (Rep. P. Painter) (Sen. D. Stowell)
Rep. Patrick Painter introduced the bill. A handout was distributed. Boyd Clayton, Deputy State Engineer, Division of Water Rights, assisted in the presentation.
MOTION: Sen. Davis moved to pass H.B. 18, Water Right Applications and Records, out favorably.
The motion passed unanimously.
4. H.B. 34 Penalties for Destruction of Bald Eagle (Rep. R. Barrus) (Sen. M. Dayton)
Rep. Roger Barrus introduced the bill. A handout was distributed. Robin Thomas, Legislative Relations, Division of Wildlife Resources, assisted in the presentation.
