Committee Chair Stowell called the meeting to order at 8:50 a.m.

1.    Approval of Minutes

     MOTION: Sen. Christensen moved to approve the minutes of January 30, 2009 and February 3, 2009.

    The motion passed unanimously.

2.     S.B. 128 Rainwater Harvesting (Sen. S. Jenkins)
    
    Todd Bingham, Vice President, Utah Farm Bureau Federation; Craig Peterson, Salt Lake     City; and Boyd Clayton, Deputy State Engineer, Division of Water Rights, spoke to the bill.

    Sen. Scott Jenkins introduced the bill. Michael Styler, Executive Director, Department of Natural Resources, assisted in the presentation and answered questions from the committee.

    Rob Weyher, President, Utah Mining Association, and Lynn Pace, Attorney, Salt Lake City, spoke to the bill.


     MOTION: Sen. Dayton moved to pass S.B. 128, Rainwater Harvesting, out favorably with the request that issues discussed in committee be resolved before the bill reaches the Senate floor.

    The motion passed unanimously.

     MOTION: Sen. Christensen moved to adjourn.

    The motion passed unanimously.

    Chair Stowell adjourned the meeting at 9:25 a.m.
