Committee Chair Stowell called the meeting to order at 8:11 a.m.
Chair Stowell reported that H.B. 105, Department of Agriculture and Food Amendments (Rep. J. Mathis) (Sen. D. Stowell), would not be heard at this meeting.
1. S.J.R. 17 Hydraulic Fracturing Joint Resolution (Sen. D. Hinkins)
Sen. David Hinkins introduced the bill. Lee Peacock, President, Utah Petroleum Association, assisted in the presentation.
John Baza, Director, Division of Oil, Gas and Mining; Rey Butcher, Government Relations, Questar; and Jeff Hartley, Government Affairs, Bill Barrett Corporation, spoke in support of the bill.
MOTION: Sen. Dayton moved to pass S.J.R. 17, Hydraulic Fracturing Joint Resolution, out of committee with a favorable recommendation.
The motion passed unanimously.
MOTION: Sen. Dayton moved to place S.J.R. 17 on the Consent Calendar.

2. 1st Sub. H.B. 92 Requirement to Wear Hunter Orange Amendments (Rep. S. Sandstrom) (Sen. A. Christensen)
Rep. Stephen Sandstrom introduced the bill. Robin Thomas, Government Relations, Division of Wildlife Resources, assisted in the presentation.
MOTION: Sen. Christensen moved to pass 1st Sub. H.B. 92, Requirement to Wear Hunter Orange Amendments, out of committee with a favorable recommendation.
The motion passed unanimously.
3. H.B. 235 Dam Safety Amendments (Rep. S. Sandstrom) (Sen. D. Stowell)
Rep. Sandstrom introduced the bill.
Boyd Clayton, Deputy State Engineer, Division of Water Rights, spoke in support of the bill.
MOTION: Sen. Okerlund moved to pass H.B. 235, Dam Safety Amendments (Rep. S. Sandstrom), out of committee with a favorable recommendation.
