Sen. Van Tassell called the meeting to order at 4:30 p.m.

Approval of Minutes

    MOTION:
Sen. Hinkins moved to approve the minutes of February 20 and February 25,     2009 meetings.

    The motion passed unanimously with Sen. Mayne absent for the vote.

1.    SB0215, Justice for All Special Group License Plate (G. Bell)


    Sen. Bell introduced the bill.

    Mr. Ralphs and Mr. Sabey spoke for the bill.

     MOTION: Sen. Hinkins moved to pass S.B. 215, Justice for All Special Group License Plate, out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Mayne absent for the vote.

     MOTION: Sen. Hinkins moved to place S.B. 215, Justice for All Special Group License Plate, on the consent calendar.

    The motion passed unanimously with Sen. Mayne absent for the vote.

2.    SB0218, Community Animal Shelter and Adoption Support Special Group License Plate
    (P. Knudson)


    Sen. Knudson introduced the bill.

     MOTION: Sen. Knudson moved to amend S.B. 218, Community Animal Shelter and Adoption Support Special Group License Plate, as follows:

1.    Page 3, Lines 60 through 61 :    

             60      animal shelters and animal adoptions;
{   and   }       

    (c) have a humane animal welfare facility located in a county of the first class that:
    (i) has the capacity to hold at least 400 animals; and
    (ii) has a low cost spay and neuter clinic located on the premises of the facility;
    (d) employ:
    (i) at least one full-time veterinarian that administers a low cost spay and neuter program;
    (ii) at least one full-time animal cruelty investigator that assists in identifying animals for adoption;
    (iii) at least one full-time animal adoption transfer coordinator; and
    (iv) at least one full-time foster care coordinator; and

{   (c)   }        (e)       contribute to the start-up fee for the production and administrative costs for

     MOTION: Sen. Hinkins moved to pass S.B. 218, Community Animal Shelter and Adoption Support Special Group License Plate, as amended, out of committee with a favorable recommendation.

    The motion passed with Sen. Mayne absent for the vote.

     MOTION: Sen. Hinkins moved to place S.B. 218, Community Animal Shelter and Adoption Support Special Group License Plate, as amended, on the consent calendar.

    The motion passed unanimously with Sen. Mayne absent for the vote.

3.    SB0221, Dedication and Abandonment of a Highway (M. Madsen)

     MOTION: Sen. Hinkins moved to send S.B. 221, Dedication and Abandonment of a Highway, back to rules committee for interim study.

    The motion passed unanimously with Sen. Mayne absent for the vote.

4.    SB0041, Siting of a High Voltage Power Line Act (P. Knudson)

    Sen. Knudson introduced the bill.

     MOTION: Sen. Knudson moved to Substitute S.B. 41, Siting of High Voltage Power Line Act, for 2nd Substitute S.B. 41, Siting of High Voltage Power Line Act.

    The motion passed unanimously with Sen. Mayne absent for the vote.

    Mr. Hardy, Mr. VanDyke and Rep. Menlove spoke for the bill. Ms. Hunter and Mr. Tew spoke to the bill.

     MOTION: Sen. Knudson moved to move on to the next agenda item.

    The motion passed unanimously.


5.    SB0234, Motor Vehicle Registration Fees (R. Okerlund)

    Sen. Okerlund introduced the bill.

    Mr. Marrelli spoke for the bill.

     MOTION: Sen. Killpack moved to pass S.B. 234, Motor Vehicle Registration Fees, out of committee with a favorable recommendation.

    The motion passed with Sen. Hinkins voting nay.

6.    HB0151S01, Motor Vehicle Forfeiture Amendments (C. Herrod)

    Sen. Killpack introduced the bill.

    Mr. Platt spoke for the bill.

     MOTION: Sen. Knudson moved to pass 1st Sub. H.B. 151, Motor Vehicle Forfeiture Amendments, out of committee with a favorable recommendation.

    The motion passed unanimously.

7.    HB0202, School District Traffic Violation Complaint Procedures (W. Harper)

    Rep. Harper introduced the bill.

     MOTION: Sen. Knudson move to pass H.B. 202, School District Traffic Violation Complaint Procedures, out of committee with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Hinkins moved to adjourn.
