Chair Killpack called the meeting to order at 8:22 a..m.

     MOTION: Sen. Morgan moved to approve minutes of the February 5 , 2009, meeting.

    The motion passed unanimously.

1.     S.B.14-- Financial Incentives for Motion Picture Productions

    Sen. Hillyard presented and explained S.B.14.

    Jason Perry, Don Shane, and Marshall Moore spoke in favor of S.B.14.

     MOTION: Sen. Killpack moved to pass S.B. 14 out of committee with a favorable recommendation.

    The motion passed unanimously.



2.     S.B.160--Utah Venture Capital Enhancement Act Amendments

    
Sen. Jenkins presented and explained S.B.160.

    Jeremy Nielsen spoke in favor of S.B. 160.

    MOTION: Sen. Morgan moved to pass S.B.160 out of committee with a favorable recommendation.

    The motion passed unanimously.

3.     S.J.R. 10 Alternative Training Center Joint Resolution

    MOTION:
Sen. Waddoups moved to adopt S.J.R10 amendments with a favorable recommendation.


1.    Page 2, Lines 40 through 41 :    

             40          WHEREAS, the Southwest
{   Area Technical   }        Applied Technology       College in Cedar City is offering classes

             41      related to renewable energy in Milford;


2.    Page 2, Line 57 through Page 3, Line 61 :    

             57          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Beaver
             58      County Commission, the Milford High School Technology Department, Utah's Energy
             59      Advisor, the State Energy Program, the Southwest
{   Area Technical   }        Applied Technology       College, Rocky Mountain

             60      Power, First Wind, Raser Technologies, and to the members of Utah's congressional
             61      delegation.

    The motion passed unanimously.

    Sen. Stowell introduced and explained S.J.R10.

    Dana Miller spoke in favor of S.J.R10.

    MOTION: Sen. Okerlund moved to pass S.J.R10, as amended, out of committee with a favorable recommendation.

    The motion passed unanimously.


4.     H.B. 236--Department of Community and Culture Grants

    
Rep. Allen introduced and explained H.B.236.

    Ally Isom spoke in favor of H.B.236.

    MOTION: Sen. Morgan moved to pass H.B.236 out of committee with a favorable recommendation.:

    The motion passed with Sen. Killpack voting against H.B.236.

    MOTION: Sen. Morgan moved to adjourned.

    The motion passed unanimously.

    Chair Madsen adjourned the meeting at 9:50 a.m.
