9 General Description:
10 This bill modifies provisions of Title 58, Chapter 41, Speech-language Pathology and
11 Audiology Licensing Act, related to licensing requirements and temporary licenses.
12 Highlighted Provisions:
13 This bill:
14 . clarifies and modifies licensing requirements for speech-language pathologists and
15 audiologists;
16 . provides for the issuance of temporary licenses to individuals who have completed
17 licensing requirements for an audiologist or speech-language pathologist, except for
18 the clinical fellowship year;
19 . provides a grandfathering provision; and
20 . makes certain technical changes.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 58-41-5 is amended to read:
35 58-41-5. Licensure requirements.
36 (1) To obtain and maintain a license as [
37 audiologist beginning July 1, 2010, [
38 [
39 division and pay a fee to the department in accordance with Section 63J-1-504 ;

44 audiology, from an accredited university or college, based on a program of studies primarily in
45 the field of [

49 profession of [

51 of professional experience [
52 clinical experience in treatment and management of patients[

54 under this chapter, the CCC, or their full equivalent; and

64 audiology which is the same as or equivalent to the examination required for the CCC and
65 with pass-fail criteria equivalent to current ASHA standards[

67 skills to an examining committee of licensed [
68 appointed by the board.
69 (2) To obtain and maintain a license as an audiologist prior to July 1, 2010, an
70 applicant shall:
71 (a) comply with Subsections (1)(a), (b), (d), (e), and (f); and
72 (b) provide the committee with verification that the applicant has received at least a
73 master's degree in the area of audiology from an accredited university or college, based on a
74 program of studies primarily in the field of audiology, and holds the CCC or its full
75 equivalent.
76 (3) An individual who, prior to July 1, 2010, is licensed as an audiologist under this
77 chapter is, on or after July 1, 2010, considered to hold a current license under this chapter as
78 an audiologist and is subject to this chapter.
79 (4) To obtain and maintain a license as a speech-language pathologist, an applicant
80 must:
81 (a) comply with Subsections (1)(a) and (b);
82 (b) provide the committee with verification that the applicant has received at least a
83 master's degree in speech-language pathology from an accredited university or college, based
84 on a program of studies primarily in the field of speech-language pathology;
85 (c) be in compliance with the regulations of conduct and code of ethics for the
86 profession of speech-language pathology;
87 (d) comply with Subsection (1)(e), except that the supervision and attestation
88 requirement shall be from a licensed speech-language pathologist rather than a licensed
89 audiologist; and
90 (e) pass a nationally standardized examination in speech-language pathology which is
91 the same as or equivalent to the examination required for the CCC and with pass-fail criteria
92 equivalent to current ASHA standards, and the board may require the applicant to pass an
93 acceptable practical demonstration of clinical skills to an examining committee of licensed
94 speech-language pathologists appointed by the board.
95 Section 2. Section 58-41-5.5 is enacted to read:
96 58-41-5.5. Temporary licenses.
97 (1) (a) The division may issue a temporary license to an applicant for an audiology
98 license who:
99 (i) has obtained a master's or doctorate degree in audiology prior to July 1, 2010, or a
100 clinical doctorate degree in audiology or AuD, after June 30, 2010; and
101 (ii) is practicing audiology in a year of clinical fellowship.
102 (b) The temporary license is valid for up to 12 months.
103 (2) (a) The division may issue a temporary license to an applicant for a
104 speech-language pathology license who:
105 (i) has completed all requirements for licensure as a speech-language pathologist
106 under this chapter, except for Subsection 58-41-5 (4)(d); and
107 (ii) is practicing speech-language pathology in a year of clinical fellowship.
108 (b) The temporary license is valid for up to 12 months.
109 Section 3. Repealer.
110 This bill repeals:
111 Section 58-41-7, Waiver of specified licensure requirements -- Conditions.
