7 General Description:
8 This resolution enacts a rule providing for the approval of a meeting or activity.
9 Highlighted Provisions:
10 This resolution:
11 . defines a term;
12 . authorizes the Speaker to approve certain meetings or activities that are not
13 expenditures under Title 36, Chapter 11, Lobbyist Disclosure and Regulation Act;
14 . requires a Representative to submit a written request for approval; and
15 . requires the posting of the written request and approval on the House's website
16 within two business days.

23 Be it resolved by the House of Representatives of the state of Utah:
24 Section 1. HR5-4-101 is enacted to read:

26 HR5-4-101. Approval for a meeting or activity paid for by lobbyist, principal, or
27 government officer.
28 (1) This rule governs the approval of a meeting or activity as authorized by Title 36,
29 Chapter 11, Lobbyist Disclosure and Regulation Act, which provides that travel to, lodging at,
30 food or beverage served at, sponsorship of an official event of, official entertainment at, and
31 admission to an approved meeting or activity are not expenditures regulated by the act.
32 (2) As provided by Section 36-11-102 , an "approved meeting or activity" means a
33 meeting or an activity:
34 (a) to which a Representative is invited;
35 (b) the expenses for the Representative's attendance at which are paid by a lobbyist,
36 principal, or state or federal government officer; and
37 (c) the legislator's attendance at which is approved by the Speaker of the House.
38 (3) The Speaker of the House may only approve a meeting or an activity if:
39 (a) the primary purpose of the meeting or activity is to provide information on issues
40 that the House may consider; and
41 (b) any sporting, recreational, or artistic event provided as an official event or
42 entertainment of the meeting or activity is not the primary purpose of the meeting or activity.
43 (4) (a) A Representative shall submit a written request for approval of a meeting or
44 activity to the Speaker of the House.
45 (b) A written request shall contain:
46 (i) the meeting's or activity's date and location;
47 (ii) a description of the meeting's or activity's primary purpose;
48 (iii) a list of any official event or entertainment provided as part of the meeting or
49 activity; and
50 (iv) the name of a lobbyist, principal, or state or federal government officer paying for
51 any item described in Subsection (1) and the estimated cost of the item.
52 (5) Within two business days of approving a meeting or activity, the written request
53 and approval shall be posted on the House's website.
