             8      General Description:
             9          This bill amends a provision relating to voter registration.
             10      Highlighted Provisions:
             11          This bill:
             12          .    authorizes the lieutenant governor to compare the statewide voter registration
             13      database with information submitted by a registered voter to a state agency to
             14      identify a change of name or address;
             15          .    requires the lieutenant governor to:
             16              .    establish measures to ensure the accuracy of a voter registration record; and
             17              .    notify the county clerk of a change of name or address; and
             18          .    requires the county clerk to update the voter registration record and notify the
             19      registered voter.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 20A-2-109 is amended to read:
             32           20A-2-109. Statewide voter registration database -- Lieutenant governor to create
             33      -- Counties to participate -- List of incarcerated felons.
             34          (1) (a) (i) The lieutenant governor shall develop a statewide voter registration database.
             35          (ii) (A) The lieutenant governor may compare the information in the statewide voter
             36      registration database with information submitted by a registered voter to a state agency to
             37      identify a change in a registered voter's principle place of residence or name.
             38          (B) The lieutenant governor shall establish matching criteria and security measures for
             39      identifying a change described in Subsection (1)(a)(ii)(A) to ensure the accuracy of a voter
             40      registration record.
             41          (C) The lieutenant governor shall notify the county clerk of the county in which the
             42      voter's principal place of residence is located of the change in the registered voter's principle
             43      place of residence or name.
             44          (b) Each county clerk shall utilize the statewide voter registration database when
             45      recording or modifying voter registration records.
             46          (2) (a) The lieutenant governor shall maintain a current list of all incarcerated felons in
             47      Utah.
             48          (b) (i) The Department of Corrections shall provide the lieutenant governor's office
             49      with a list of the name and last-known address of each person who:
             50          (A) was convicted of a felony in a Utah state court; and
             51          (B) is currently incarcerated for commission of a felony.
             52          (ii) The lieutenant governor shall establish the frequency of receipt of the information
             53      and the method of transmitting the information after consultation with the Department of
             54      Corrections.
             55          (c) (i) The Department of Corrections shall provide the lieutenant governor's office
             56      with a list of the name of each convicted felon who is no longer subject to the jurisdiction of
             57      the department because the person has been released from incarceration.
             58          (ii) The lieutenant governor shall establish the frequency of receipt of the information


             59      and the method of transmitting the information after consultation with the Department of
             60      Corrections.
             61          Section 2. Section 20A-2-304.5 is enacted to read:
             62          20A-2-304.5. County clerk's responsibilities -- Updating voter registration.
             63          (1) A county clerk who receives notification from the lieutenant governor, as provided
             64      in Subsection 20A-2-109 (1), of a change in a registered voter's principle place of residence or
             65      name may verify the change with the registered voter.
             66          (2) Unless the county clerk verifies that a change described in Subsection (1) is
             67      incorrect, the county clerk shall:
             68          (a) change the voter registration record to show the registered voter's current name and
             69      address; and
             70          (b) notify the registered voter of the change to the voter registration record.
