             8      LONG TITLE
             9      General Description:
             10          This bill creates a task force to address public rights on public waters.
             11      Highlighted Provisions:
             12          This bill:
             13          .    creates a legislative task force to study public rights on public waters, consisting of
             14      six members from each legislative house.
             15      Monies Appropriated in this Bill:
             16          None
             17      Other Special Clauses:
             18          This bill is repealed on November 30, 2010.

             22      Be it enacted by the Legislature of the state of Utah:
             23          Section 1. Utah Waterways Task Force -- Creation -- Membership -- Interim rules
             24      followed -- Compensation -- Staff.
             25          (1) There is created the Utah Waterways Task Force consisting of the following 12
             26      members:
             27          (a) six members of the Senate appointed by the president of the Senate, no more than

     four of whom may be from the same political party; and
             29          (b) six members of the House of Representatives appointed by the speaker of the
             30      House of Representatives, no more than four of whom may be from the same political party.
             31          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             32      under Subsection (1)(a) as a cochair of the task force.
             33          (b) The speaker of the House of Representatives shall designate a member of the House
             34      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             35          (3) In conducting its business, the committee shall comply with the rules of legislative
             36      interim committees.
             37          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             38      with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3, Expense and Mileage
             39      Reimbursement for Authorized Legislative Meetings, Special Sessions, and Veto Override
             40      Sessions.
             41          (5) The Office of Legislative Research and General Counsel shall provide staff support
             42      to the task force.
             43          Section 2. Duties -- Interim report.
             44          (1) The task force shall study issues concerning private property rights and public
             45      recreational access on public waters, including:
             46          (a) H. rights and .H restrictions of access to private beds of public waters;
             47          (b) state purchases of both short- and long-term access rights;
             48          (c) funding methods for purchases of access rights; H. [ and ] .H
             49          (d) development of cooperative fish management units H. [ . ] ; and
             49a      (e) balancing the rights of public access and private property ownership in making
             49b      recommendations concerning public recreational access. .H
             50          (2) A final report, including any proposed legislation, shall be presented to the
             51      Executive Appropriations Committee before November 30, 2010.
             52          Section 3. Repeal date.
             53          This bill is repealed on November 30, 2010.
