8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature endorses the use of economic recovery monies
11 to create jobs for Utahns and expresses a commitment to use these monies to purchase
12 only products made or services performed in the United States.
13 Highlighted Provisions:
14 This resolution:
15 . endorses the efforts of citizens and government to work to maximize the creation of
16 American jobs and restore economic growth and opportunity by spending recovery
17 plan funds on products and services that both create jobs and help keep Americans
18 employed;
19 . expresses the Legislature's commitment to use any economic recovery monies
20 provided to the state of Utah by American taxpayers to purchase only products and
21 services that are made or performed in the United States whenever and wherever
22 possible; and
23 . expresses support for publishing any requests to waive these procurement priorities
24 so as to give American workers and producers the opportunity to identify and
25 provide the American products and services that will maximize the success of the
26 nation's economic recovery program.

30 Be it resolved by the Legislature of the state of Utah:
31 WHEREAS, the nation's economic downturn is having a critical impact on everyday
32 Americans who are struggling to maintain or find jobs in an increasingly difficult environment;
33 WHEREAS, these Americans are the taxpayers that provide the revenue needed to
34 operate essential government services;
35 WHEREAS, Congress approved and President Obama signed into law a
36 taxpayer-sponsored economic recovery package that will provide billions of dollars to help
37 economically devastated cities and states immediately provide jobs to millions of out-of-work
38 Americans through considerable infrastructure rebuilding, green energy projects, and other
39 projects that will require manufactured components;
40 WHEREAS, taxpayer dollars should be spent to maximize the creation of American
41 jobs and restore the economic vitality of our communities;
42 WHEREAS, any domestically produced products that are purchased with economic
43 recovery plan monies will immediately help struggling American families and will help
44 stabilize the greater economy; and
45 WHEREAS, any economic recovery plan spending should, to every extent possible,
46 include a commitment from the citizens of Utah and its elected representatives to buy
47 materials, goods, and services for projects from companies that produce within the United
48 States, thus employing the very workers that pay the taxes for the economic recovery spending
49 plan:
50 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
51 endorses the efforts of its citizens and government, to work to maximize the creation of
52 American jobs and restore economic growth and opportunity by spending recovery plan funds
53 on products and services that both create jobs and help keep Americans employed.
54 BE IT FURTHER RESOLVED that the Legislature of the state of Utah expresses its
55 commitment to purchase only products and services that are made or performed in the United
56 States whenever and wherever possible with any economic recovery monies provided the state
57 of Utah by American taxpayers S. , as long as the cost of the product or service is competitive
57a and its quality is equal or comparable to others .S .
58 BE IT FURTHER RESOLVED that the Legislature of the state of Utah supports

60 and producers the opportunity to identify and provide the American products and services that
61 will maximize the success of the nation's economic recovery program.
62 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
63 the United States, the Majority Leader of the United States Senate, the Speaker of the United
64 States House of Representatives, and to the members of Utah's congressional delegation.
