Chair Hughes called the meeting to order at 9:12 a.m.

MOTION: Rep. Frank moved to approve the minutes of the January 26, 2010 meeting. The motion passed unanimously. Rep. Newbold was absent for the vote.

S.B. 16    Utah Performance Assessment System for Students (u-pass) Amendments (Sen. H. Stephenson)

Sen. Stephenson introduced Dr. Larry Shumway, State Superintendent, who explained the bill extends a pilot assessment system using online computer adaptive tests.

Dr. Shumway responded to committee members' questions.

The following spoke in support of the bill:
    David Thomas, State Board of Education
    Brent Thorne, Superintendent, Sevier School District
    Steve Peterson, Utah School Boards Association and Utah School          Superintendents Association




MOTION: Rep. Frank moved to pass the bill out with a favorable recommendation. The motion passed unanimously.

MOTION: Rep. Sumsion moved to adjourn the meeting at 9:50 a.m. The motion pass unanimously.
