Vice Chair Sumsion called the meeting to order at 2:04 p.m.

MOTION: Rep. Ipson moved to approve the minutes of February 3, 2010. The motion passed unanimously with Rep. Edwards and Rep. Powell absent for the vote.

Vice Chair Sumsion announced the sponsor of H.B. 268 requested that the bill not be heard today.

H.J.R. 3    Joint Resolution on Teacher Performance Pay (Rep. M. Poulson)

Rep. Poulson explained the resolution recommends that performance pay for public school teachers be developed using certain guiding principles.

MOTION: Rep. Frank moved to amend the resolution as follows:


1.    Page 2, Lines 31 through 32 :    



             31          WHEREAS,
  one of       the      {   single   } most important      {   factor   }        factors       in ensuring a child's educational progress

             32      is having a high quality teacher in the classroom;

The motion passed unanimously with Rep. Dee absent for the vote.

The following spoke in support of the resolution:
    Susan Kusiak, Utah Education Association
    JoDee Sundberg, Utah School Boards Association

The following spoke to the bill:
    Jeff Laird, Utah School Employees Association
    Terry Shoemaker, Superintendent, Wasatch School District

MOTION: Rep. Moss moved to pass out the resolution with a favorable recommendation. The motion passed unanimously.

MOTION: Chair Hughes moved to adjourn the meeting at 2:21 p.m. The motion passed unanimously with Rep. Dee absent for the vote.
