Chair Hughes called the meeting to order at 4:35 p.m.

MOTION: Rep. Black moved to approve the minutes of February 22, 2010. The motion passed unanimously. Rep. Dee, Rep. Edwards, Rep. Last and Rep. Newbold were absent for the vote.

H.B. 292    Equalization of Funding for Divided School Districts (Rep. J. Bird)

Rep. Bird introduced the bill which provides for equalization of property tax revenues when a school district division takes place. Dr. Barry Newbold, Superintendent, Jordan School District; Burke Jolley, Business Manager, Jordan School District; President Waddoups; and McKell Withers, Superintendent, Salt Lake City School District, assisted Rep. Bird in presenting the bill.

MOTION: Rep. Newbold moved to amend the bill as follows:


1.    Page 2, Lines 52 through 53 :    

             52          [(a)] (e) "Qualifying divided school district" means a divided school
{   [   } district[      {   ]   } : (i)


             53
     located within a county of the second through sixth class; and (ii)] with a new school district

2.    Page 2, Line 58 through Page 3, Line 60 :    

             58          (g) "Receiving divided school district" is as defined in Section 59-2-924.4 .
    
  (h) "Total equalized property tax revenues" means the equalized property tax revenues per enrolled student multiplied by the total enrollment within the qualifying divided school district, as of the October 1 counts in the preceding calendar year.      

             59          (2) When a new school district is created pursuant to Section 53A-2-118.1 , the state
             60      superintendent shall:

MOTION: Rep. Wimmer moved to pass H.B. 292 out with a favorable recommendation. The motion failed with Rep. Anderson, Rep. Newbold, and Rep. Wimmer voting in favor of the motion. Rep. Powell was absent for the vote.

MOTION: Rep. Ipson moved to adjourn at 7:13 p.m. Rep. Powell was absent for the vote.
