Rep. John Dougall called the meeting to order at 12:11 p.m.

1.    H.J.R. 14    Joint Rules Resolution on Financial Disclosures (Rep. G. Hughes)

Rep. Hughes presented the resolution to the committee.

MOTION:    Rep. Dee moved to pass the resolution with a favorable recommendation. The motion passed unanimously.

2.    H.B. 270    Financial Disclosure and Conflict of Interest Amendments (Rep. G.
             Hughes)

Rep. Hughes presented the bill to the committee.

Ms. Helen Watts spoke in favor of the bill.

MOTION:    Rep. Dee moved to pass the bill with a favorable recommendation. The motion passed unanimously.

3.    H.B. 267    Lobbyist Disclosure and Regulation Act Amendments (Rep. K. Garn)

Rep. Garn presented the bill to the committee.

MOTION:    Rep. King moved to pass the bill with a favorable recommendation. The motion passed unanimously.


4.    H.J.R. 15    Joint Resolution on Legislative Ethics Commission (Rep. D. Clark)


Speaker Clark presented the bill to the committee.

John Fellows, General Counsel, explained the process of this resolution.

Ms. Dixie Huefner, Utahns for Ethical Government, spoke to the bill.

MOTION:    Rep. Chavez-Houck moved to pass the resolution with a favorable recommendation. The motion passed unanimously.

5.    H.B. 124    Campaign Funds Expenditure Restrictions (Rep. T. Cosgrove)

Rep. Cosgrove presented the bill to the committee with the assistance of Ms. Emily Brown, Associate General Counsel.

MOTION:    Rep. Cosgrove moved to amend the bill as follows:

1.    Page 12, Line 341 :    

             341          (xiv) a charitable donation, except as provided by
{   Subsection   }        Subsections       (2)(i)        or (j)(i)       ;


2.    Page 12, Lines 367 through 368 :    

             367          (vii) a gift;
{   or   }

             368          (viii) an office supply or furnishing;
  or

    (ix) educational material;  


3.    Page 13, Lines 369 through 371 :    

             369          (h) to purchase or mail informational material, a survey, or a greeting card;
{   and   }

             370          (i) for admission to or attendance at an event, the primary purpose of which is
             371      charitable solicitation, as defined in Section 13-22-2
{   .   }        ; and

    (j) sponsorship of an event, the primary purpose of which is:
    (i) charitable solicitation, as defined in Section 13-22-2; or
    (ii) to solicit a contribution reportable under:
    (A) Title 20A, Chapter 11, Campaign and Financial Reporting Requirements;
    (B) Title 20A, Chapter 12, Selection and Election of Judges; or
    (C) 2 U.S.C. Sec. 434.  

        
        The motion passed unanimously.


MOTION:    Rep. Garn moved to amend the bill as follows:

1.    Page 12, Line 346 :    

             346          (xviii) a membership fee for a professional or service organization
  , except as provided by Subsection (2)(k)       ; and


2.    Page 13, Lines 369 through 371 :    

             369          (h) to purchase or mail informational material, a survey, or a greeting card;
{   and   }

             370          (i) for admission to or attendance at an event, the primary purpose of which is
             371      charitable solicitation, as defined in Section 13-22-2
{   .   }        ; and

    (k) to pay membership dues to a national organization of public office holders.  


3.    Page 13, Lines 372 through 374 :    

             372          (3) (a) The lieutenant governor shall enforce this section by:
             373          (i)
{   inspecting and   } evaluating a financial statement to identify a personal use

             374      expenditure;

        The motion passed unanimously.

MOTION:    Rep. King moved to pass the bill with a favorable recommendation as amended. The motion passed unanimously.

MOTION:    Rep. Dee moved to adjourn. The motion passed unanimously and the Chair adjourned the meeting at 1:20 p.m.
