Rep. Frank called the meeting to order at 8:33 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the January 28, 2009 meeting.
        The motion passed unanimously with Rep. Bigelow, Rep. Bird, Rep. Ferry, and
        Wiley absent for the vote.


H.B. 236    Statutory Construction Amendments (Rep. R. Lockhart)


Rep. Lockhart explained the bill to the committee.

Spoke to the bill:    Thomas Vaughn, Office of Legislative Research and General Counsel

MOTION:    Rep. Ferry moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Bigelow absent for the vote.

MOTION:    Rep. Aagard moved to place H.B. 236 on the Consent Calendar. The motion passed unanimously with Rep. Bigelow absent for the vote.


H.B. 248    Government Records Amendments (Rep. J. Anderson)

Rep. Anderson explained the bill to the committee, assisted by Patricia Smith-Mansfield, Director, Division of State Archives.

MOTION:    Rep. Bird moved to pass the bill with a favorable recommendation. The motion passed unanimously.



MOTION:    Rep. Ferry moved to place H.B. 248 on the Consent Calendar. The motion passed unanimously.


H.B. 218    Municipal Disincorporation Revisions (Rep. G. Froerer)

This bill was not considered.


S.B. 18    Election Modifications (Sen. P. Knudson)

Sen. Kundson explained the bill to the committee. After discussing potential amendments recommended by Lincoln Shurtz of the Utah League of Cities and Towns, the committee agreed to allow more time to prepare an amendment properly.

MOTION:    Rep. Wiley moved to proceed to the next item on the agenda. The motion passed unanimously.


H.B. 242    Marriage License Fee Amendments (Rep. C. Johnson)

Rep. Johnson explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill with a favorable recommendation. The motion failed with Rep. Hansen, Rep. Hendrickson, and Rep. Wiley voting in favor of the motion.

MOTION:    Rep. Aagard moved to adjourn. The motion passed unanimously.
