Rep. Frank called the meeting to order at 8:06 a.m.

MOTION:    Rep. Bird moved to approve the minutes of the February 18, 2010 meeting.
        The motion passed unanimously with Rep. Aagard and Rep. Ferry absent for the              vote.

H.B. 310    Spending Limits Amendments (Rep. R. Bigelow)

Rep. Bigelow explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill with a favorable recommendation. The motion         passed unanimously with Rep. Ferry and Rep. Mathis absent for the vote.

MOTION:    Rep. Bigelow moved to place H.B. 310 on the Consent Calendar. The motion              passed unanimously with Rep. Ferry and Rep. Mathis absent for the vote.

MOTION:    Rep. Aagard moved to saunter for five minutes. The motion passed unanimously              with Rep. Bigelow and Rep. Mathis absent for the vote.

MOTION:    Rep. Wiley moved to cease to saunter. The motion passed unanimously with              Rep. Bigelow and Rep. Mathis absent for the vote.

Rep. Frank relinquished the chair to Rep. Grover.



H.B. 265    Real Property Amendments (Rep. G. Froerer)

Rep. Froerer explained the substitute bill to the committee.

MOTION:    Rep. Wiley moved to adopt 1st Substitute H.B. 265 with a favorable                  recommendation. The motion passed unanimously with Rep. Bigelow, Rep. Ferry,         and Rep. Mathis and absent for the vote.

Spoke in favor of the bill:    Paul Rogers, Utah Open Space

MOTION:    Rep. Ferry moved to pass 1st Substitute H.B. 265 with a favorable                      recommendation. The motion passed unanimously with Rep. Bigelow absent for              the vote.

H.B. 139    Emergency and Disaster Management Amendments (Rep. C. Oda)

Rep. Oda explained the substitute bill to the committee and provided a handout.

MOTION:    Rep. Frank moved to adopt 1st Substitute H.B.139 with a favorable                  recommendation. The motion passed unanimously with Rep. Aagard and Rep.              Bigelow absent for the vote.

Rep. Ferry explained the bill to the committee.

MOTION:    Rep. Ferry moved to pass the resolution with a favorable recommendation. The              motion passed unanimously with Rep. Bigelow absent for the vote.

MOTION:    Rep. Frank moved to place H.J.R. 31 on the Consent Calendar. The motion passed         unanimously with Rep. Bigelow absent for the vote.

H.B. 161    Voter Registration Amendments (Rep. R. Chavez-Houck)
