Rep. Frank called the meeting to order at 8:07 a.m.

MOTION:    Rep. Hendrickson moved to approve the minutes of the February 22, 2010          meeting. The motion passed unanimously with Rep. Ferry absent for the vote.

H.B. 402    Department of Administrative Services Modifications (Rep. S. Clark)

Rep. Clark explained the bill to the committee, assisted by Kim Hood, Executive Director Administrative Services.

Spoke in favor of the bill:    Kent Beers, Director of Purchasing (Handout)

MOTION:    Rep. Wiley moved to pass the bill with a favorable recommendation. The motion         passed unanimously with Rep. Bird absent for the vote.

S.J.R. 6    Joint Resolution - State Sovereignty and Tenth Amendment (Sen. H. Stephenson) (Rep. C. Wimmer)

Sen. Stephenson explained the resolution to the committee, assisted by Larry Jensen, Utah States Rights Coalition.

Spoke in favor of the bill:    Dalane England, Eagle Forum

Spoke in opposition to the bill:    Greg Donaldson, Citizen



MOTION:    Rep. Mathis moved to pass the resolution with a favorable recommendation. The         motion passed with Rep. Hansen and Rep. Wiley voting in opposition.

H.C.R. 4    Veterans Freedom Memorial Concurrent Resolution (Rep. G. Hughes)

Rep. Hughes explained the bill to the committee, assisted by Tony Galvez, Utah Freedom Memorial.

Spoke in favor of the resolution:    Daniel Bolz, Project Manager Utah Freedom Memorial.

MOTION:    Rep. Wiley moved to pass the resolution with a favorable recommendation. The              motion passed unanimously.

MOTION:    Rep. Wiley moved to place H.C.R. 4 on the Consent Calendar. The motion passed         unanimously.

H.B. 153    Recycling of Electronic Items (Rep. R. Edwards)

Rep. Edwards explained the bill to the committee.

Rep. Hansen declared a conflict of interest.

MOTION:    Rep. Bird moved to pass 1st Substitute H.B 153 with a favorable recommendation.         The motion passed unanimously with Rep. Ferry absent for the vote.

Spoke in favor of the bill:    Brad Mertz, Recycling Coalition of Utah

MOTION:    Rep. Bird moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Hansen moved to pass 1st Substitute H.B. 153 with a favorable                  recommendation. The motion failed with Rep. Hansen, Rep. Hendrickson, and              Rep. Wiley voting in favor of the motion. Rep. Ferry was absent for the vote.

The original motion passed with Rep. Hansen voting in opposition. Rep. Ferry was absent for the vote.

H.B. 406    State Fair Park Amendments (Rep. J. Gowans)

MOTION:    Rep. moved to amend the bill as follows:



1.    Page 2, Lines 42 through 44 :    

             42          (ii) except that on June 30, 2017, that portion of the state fair park known as the White
             43      Ball Field located on the south side of North Temple Street shall revert to the division and not
             44      be a part of the continuing lease agreement between the division and the corporation
  , unless otherwise agreed upon by the division and the corporation prior to June 30. 2017       ;


The motion to amend the bill passed unanimously with Rep. Ferry absent for the vote.

Rep. Gowans explained the bill to the committee with the assistance of Lorin Moench, Jr., Utah State Fair Park.

MOTION:    Rep. Hansen moved to adjourn. The motion passed unanimously with Rep. Ferry         absent for the vote.

H.B. 185    Animal Euthanasia Standards (Rep. F.J. Seegmiller)

This bill was not considered.
