Rep. Ray called the meeting to order at 12:20 p.m.

MOTION:    Rep. Beck moved to approve the minutes of the March 2, 2010 meeting. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 459    Health Amendments (Rep. D. Clark)

MOTION:    Rep. Vickers moved to adopt 1st Substitute H.B. 459. The motion passed unanimously

MOTION:    Rep. Vickers moved to amend the substitute bill as follows:

1.    Page 2, Lines 33 through 34 :    

             33      Utah Code Sections Affected by Coordination Clause:
  31A-22-613.5, as last amended by Laws of Utah 2009, Chapter 12      

             34          31A-22-722.5, as enacted by Laws of Utah 2009, Chapter 274
  31A-30-205, as enacted by Laws of Utah 2009, Chapter 12      


The motion to amend the bill passed unanimously.

Rep. Clark explained the substitute bill and amendment to the committee, assisted by Cathy Dupont, Office of Legislative Research and General Counsel.




MOTION:    Rep. Menlove moved to pass 1st Substitute H.B. 459 as amended with a favorable recommendation. The motion passed unanimously.


H.B. 397    Medicaid Program Amendments (Rep. J. Dougall)

MOTION:    Rep. Vickers moved to adopt 1st Substitute H.B. 397. The motion passed unanimously.

MOTION:    Rep. Vickers moved to amend the substitute bill as follows:

1.    Page 12, Lines 337 through 348 :    

             337      is located in a county that has a population of 100,00 or more.
             338          (c) "
{   Urban ambulatory   }        Ambulatory       surgical facility" means an ambulatory surgical facility, as

             339      defined in Section 26-21-2
{   , that is located in a county that has a population of 100,000 or more   } .

             340          (2) The division shall, by September 1, 2010, establish a Medicaid fee schedule for
             341      outpatient medical procedures for each of the following type of facilities:
             342          (a) a rural hospital;
             343          (b) an urban hospital; and
             344          (c) an
{   urban   } ambulatory surgical facility.

             345          (3) The fee schedule created under Subsection (2)(a) shall establish:
             346          (a) one fee for each type of procedure performed at a rural hospital;
             347          (b) one fee for each type of procedure performed at an urban hospital; and
             348          (c) one fee for each type of procedure performed at an
{   urban   } ambulatory surgical


The motion to amend the bill passed unanimously.
