Rep. Barrus called the meeting to order at 8:01 a.m.


MOTION:    Rep. Gibson moved to approve the minutes of the February 25, 2010 meeting. The motion passed unanimously with Rep. Brown, Rep. Dee, Rep. Gowans,
        Rep. Watkins, and Rep. Mathis absent for the vote.


H.B. 417    Deer Hunt Amendments (Rep. K. Powell)

Rep. Powell explained the bill to the committee.

Spoke to the bill: Jim Karpowitz, Director, Department of Wildlife Resources

MOTION:     
Rep. Riesen moved to hold H.B. 417. The motion passed unanimously with
        Rep. Dee, Rep. Watkins and Rep. Mathis absent for the vote.


H.B. 450    Fishing License Amendments - Disabled Veterans (Rep. T. Cosgrove)


Rep. Cosgrove explained the bill to the committee, assisted by Scott Olsen, Military Service Member, and Dennis M'Fall, Dept. Director of Veterans Affairs.

Spoke to the bill: Robyn Thomas, Board Member, Division of Wildlife Resources         
MOTION:    Rep. Wright moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Dee, Rep. Watkins and Rep. Mathis absent for the vote.    

1st Sub. S.B. 60    Search and Rescue Funding (Sen. R. Okerlund) (Rep. K. McIff)

Sen. Okerlund explained 1st Substitute S.B.60 to the committee.

MOTION:    Rep. Noel moved to pass 1st substitute S.B. 60 with a favorable recommendation. The motion passed unanimously with Rep. Dee, Rep. Gibson, Rep. Watkins and Rep. Mathis absent for the vote.


S.C.R. 7    Concurrent Resolution Approving Solid Waste Facility Classification Change (Sen. W. Niederhauser) (Rep. G. Hughes)

This bill was not considered.


H.B. 146    Law Enforcement by Federal Land Management Agency (Rep. M. Noel)

Rep. Noel explained the bill to the committee, a handout was distributed, assisted by Ed Phillips, Citizen, Retired Law Enforcement

MOTION:     
Rep. Gibson moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Painter absent for the vote.

H.B. 343    Great Salt Lake Advisory Council (Rep. B. Ferry)


Rep. Ferry explained the bill to the committee.

MOTION:    Rep. Gibson moved to pass H.B. 343 as amended with a favorable recommendation as follows:


1.    Page 2, Line 49 :    

             49          (v) one representative from municipal government
  , or the representative's designee       ;


2.    Page 4, Lines 103 through 105 :    

             103          (iii) the Department of Environmental Quality.
 

    (2) The council shall assist the Division of Forestry, Fire, and State Lands in its responsibilities for the Great Salt Lake described in Section 65A-10-8.  

             104          (2) The council
{   shall receive and utilize technical support from   }        :

    (a) may recommend appointments to  
the Great Salt Lake

             105      technical team created by the Division of Forestry, Fire, and State Lands
{   .   }        ; and

    (b) shall receive and utilize technical support from the Great Salt Lake technical team.  


         The motion passed unanimously with Rep. Noel, absent for the vote.

MOTION:    Rep. Hendrickson moved to amend the amendment as follows:

1.    Page 2, Line 49 :    

             49          (v) one representative who is an elected representative from municipal government
  , or the elected official's designee       ;


2.    Page 4, Lines 103 through 105 :    

             103          (iii) the Department of Environmental Quality.
