Rep. Webb called the meeting to order at 8:08 a.m.
MOTION: Rep. Draxler moved to approve the minutes of Tuesday, February 9, 2010. The motion passed unanimously with Rep. Edwards, Rep. Fisher, Rep. Gibson, and Rep. Hunsaker absent for the vote.
H.B. 302 Minor Adjustments to County Boundaries (Rep. P. Painter)
Rep. Painter, assisted by Greg Sperry, Juab County Recorder, introduced and explained the bill to the committee. Questions from the committee were discussed.
Richard Maughn, Davis County Recorder, representing the Utah Association of Recorders, spoke for the bill.
MOTION: Rep. Dunnigan moved that the committee recommend H.B. 302 favorably. The motion passed unanimously with Rep. Gibson and Rep. Hunsaker absent for the vote.
H.B. 283 Fees and Assessment Levies in Local and Special Service Districts (Rep. J. Mathis)
MOTION: Rep. Oda moved to adopt 1st Sub HB 283, "Fees in Special Service Districts." The motion passed unanimously with Rep. Gibson and Rep. Hunsaker absent for the vote.
Rep. Mathis introduced and explained 1st Sub H.B. 273 to the committee. Questions from the committee were discussed.
Mark Anderson, Counsel for the Utah Association of Special Districts, answered questions and spoke against the bill.
Michael Mazuran, representing South Davis Recreation District, spoke against the bill.
MOTION: Rep. Draxler moved that the committee recommend 1st Sub H.B. 273 favorably. The motion passed with Rep. Chavez-Houck and Rep. Fisher against, and Rep. Hunsaker absent for the vote.
H.B. 291 Applicability of Land Use Provisions to Federal Government (Rep. K. Grover)
MOTION: Rep. Dunnigan moved to return H.B. 291 to the Rules Committee, per the sponsor's request. The motion passed unanimously with Rep. Edwards, Rep. Fisher, Rep. Gibson, and Rep. Hunsaker absent for the vote.
H.B. 282 Local Government Amendments (Rep. S. Sandstrom)
H.B. 282 was not considered.
MOTION: Rep. Black moved to adjourn. The motion passed unanimously with Rep. Hunsaker absent for the vote.
