Rep. Webb called the meeting to order at 9:15 a.m.

MOTION: Rep. Fisher moved to approve the minutes of Thursday, February 11, 2010. The motion passed unanimously with Rep. Chavez-Houck, Rep. Edwards, and Rep. Hunsaker absent for the vote.

H.B. 282    Local Government Amendments (Rep. S. Sandstrom)

MOTION: Rep. Draxler moved to adopt 1st Substitute H.B. 282. The motion passed unanimously with Rep. Chavez-Houck, Rep. Edwards, and Rep. Hunsaker absent for the vote.

Rep. Sandstrom explained 1st Substitute H.B. 282 to the committee. Questions from the committee were discussed.

MOTION: Rep. Draxler moved to amend 1st Substitute H.B. 282 as follows:

1.    Page 4, Line 88 :    

             88      storage, equipment storage, food processing or preparing,
{   or   } vehicle storage or maintenance,        or similar use      


2.    Page 13, Line 374 :    

             374          (g) for a land use or a structure owned
  or operated       by a school district or charter school that is not


3.    Page 17, Line 518 :    

             518      storage, equipment storage, food processing or preparing,
{   or   } vehicle storage or maintenance,        or similar use      


4.    Page 27, Line 819 :    

             819          (g) for a land use or a structure owned
  or operated       by a school district or charter school that is not


The motion to amend passed unanimously with Rep. Edwards and Rep. Hunsaker absent for the vote.

Gary Crane, Layton City Attorney, and representing the Utah League of Cities and Towns, spoke in favor of the bill.

Steve Peterson, Utah School Boards Association, spoke in favor of the bill.

MOTION: Rep. Black moved to recommend 1st Substitute H.B. 282 favorably, as amended. The motion passed unanimously.

MOTION: Rep. Poulson moved to adjourn. The motion to adjourn passed unanimously.

Rep. Webb adjourned the meeting at 9:42 a.m.
