Rep. Noel called the meeting to order at 8:35 a.m.
Rep. Noel relinquished the chair to Vice Chair, Chris Herrod

H.J.R. 21    Joint Resolution on Energy Policy (Rep. M. Noel)

Rep. Noel distributed handouts and explained the bill to the committee.

Spoke in favor of the bill: Stan Rasmussen, Public Affairs, Sutherland Institute
             Randy Parker, CEO, Utah Farm Bureau         
             Sherry Brophy, Volunteer Worker, Utah Unemployed     
             Mike Peterson, Executive Director, Utah Rural Electric Association
    
Spoke in opposition to the bill: Joe Andrade, Professor of Engineering, University of Utah                  who distributed a handout.
                 Ken Emerson, Sr. Regulatory Association, Utah Clean Air who distributed a handout.     
                 Bill Barron, resident of Utah

MOTION:    Rep. Barrus moved to pass the bill with a favorable recommendation. The motion         passed with Rep. Chavez-Houck and Rep Hemingway voting in opposition to the motion and Rep. Wright absent for the vote.



MOTION:    Rep. Brown moved to adjourn. The motion passed unanimously with Rep. Wright absent for the vote.

Rep. Herrod adjourned the meeting at 9:52 a.m.
