Rep. Kiser called the meeting to order at 4:27 p.m.

MOTION:    Rep. Johnson moved to approve the minutes of the February 26, 2010 meeting. The motion passed unanimously with Rep. Fisher, Rep. Harper, Rep. Hutchings and Rep. Newbold absent for the vote.


H.B. 425    Budgetary Procedures Act - Fee Amendments (Rep. R. Bigelow)

Rep. Bigelow explained the bill to the committee.

MOTION:    Rep. Froerer moved to adopt 1st Sub. H.B. 425. The motion passed unanimously with Rep. Fisher, Rep. Hutchings and Rep. Newbold absent for the vote.



MOTION:
    Rep. Allen moved to pass 1st Sub. H.B. 425 with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.     


S.B. 123    Motion Picture Incentive Fund Amendments (Sen. L. Hillyard) (Rep. F. Hunsaker)


Sen. Hillyard explained the bill to the committee with the assistance of Derek Miller, Governor's Office of Economic Development.

MOTION:    Rep. Allen moved to pass S.B. 123 with a favorable recommendation. The motion passed unanimously with Rep. Hutchings absent for the vote.

MOTION:    Rep. Allen moved to place S.B. 123 on the Consent Calendar. The motion passed unanimously with Rep. Fisher and Rep. Hutchings absent for the vote.


S.B. 61    Sales and Use Tax Exemption for a Web Search Portal (Sen. H. Stephenson) (Rep. J. Dougall)


Rep. Stephenson explained the bill to the committee.

MOTION:    Rep. Dougall moved to pass S.B. 61 with a favorable recommendation. The motion passed unanimously.

Rep. Kiser relinquished the chair to Rep. Froerer.


S.B. 135    Sales and Use Tax Exemption for an Energy Efficient Stove or Energy Efficient Stove Fuel (Sen. G. Davis) (Rep. T. Kiser)

Rep. Kiser and Sen. Davis explained the bill to the committee.

MOTION:    Rep. Dougall moved to send S.B. 135 to interim study and return to Rules Committee.


SUBSTITUTE
MOTION:
    Rep. Kiser moved to pass S.B. 135 with a favorable recommendation. The motion failed with Rep. Cosgrove, Rep. Duckworth, Rep. Hutchings and Rep. Kiser voting in favor of the motion.

    The original motion passed with Rep. Duckworth, Rep. Hutchings and Rep. Kiser voting in opposition to the motion.


MOTION:    Rep. Dougall moved to adjourn. The motion passed unanimously.

Rep. Froerer adjourned the meeting at 5:43 p.m.
