Rep. Kiser called the meeting to order at 7:42 a.m.
MOTION: Rep. Fisher moved to approve the minutes of the March 1, 2010 meeting. The motion passed unanimously with Rep. Cosgrove, Rep. Dougall, Rep. Johnson, Rep. Moss, Rep. Newbold and Rep. Seelig absent for the vote.
H.B. 407 Obligations Secured by Trust Deeds (Rep. G. Hughes)
At the sponsor's request, the bill was not heard.
H.B. 148 Sales and Use Tax Changes (Rep. W. Harper)
Rep. Harper explained the bill to the committee with the assistance of Rebecca Rockwell, Legislative Staff.

MOTION: Rep. Allen moved to return H.B. 148 to Rules Committee for interim study.
SUBSTITUTE
MOTION: Rep. Newbold moved to pass H.B. 148 with a favorable recommendation. The motion failed with Rep. Dougall, Rep. Fisher, Rep. Harper and Rep. Newbold voting in favor of the motion and with Rep. Sandstrom absent for the vote.
The original motion passed unanimously with Rep. Sandstrom absent for the vote.
MOTION: Rep. Dougall moved to have Rep. Kiser prepare a letter to the Tax Review Commission requesting that the TRC review H.B. 148. The motion passed unanimously with Rep. Sandstrom absent for the vote.
MOTION: Rep. Vickers moved to adjourn. The motion passed unanimously with Rep. Sandstrom absent for the vote.
Rep. Kiser adjourned the meeting at 8:44 a.m.
