Vice Chair Fisher called the meeting to order at 8:09 a.m.

MOTION:    Rep. Wallis moved to approve the minutes of February 12, 2010. The motion         passed unanimously, with Rep. Harper absent for the vote.

H.B. 175    Amendments to Light Requirements on Motor Vehicles (Rep. K. Powell)

Rep. Powell introduced the bill to the committee.

MOTION:    Rep. Wallis moved to amend the bill as follows:


1.    Page 1, Lines 14 through 22 :    

             14          .    provides that only a person operating an authorized emergency vehicle
{   and a school

             15      bus  
}
may operate or move any vehicle with a lamp or device capable of displaying a
             16
{  
     red or   }
blue light
  that is visible from directly in front of the center of the

vehicle       on a highway;


             17          .    repeals the restriction that only a person operating a law enforcement vehicle may
             18      operate or move a vehicle or equipment with a lamp or device capable of displaying
             19      a blue light
  that is visible from directly in front of the center of the vehicle       on a highway;

             20          .    provides that notwithstanding any contrary rule made by Department of Public
             21      Safety, a person may operate an authorized emergency vehicle on a highway with a
             22      lamp or device capable of displaying a blue light
  that is visible from directly in front of the center of the vehicle       ; and


2.    Page 2, Lines 46 through 52 :    

             46          (2) (a) Except for an authorized emergency vehicle and a school bus, a person may not
             47      operate or move any vehicle or equipment on a highway with a lamp or device capable of
             48      displaying a red
{   or blue   } light that is visible from directly in front of the center of the vehicle.

The motion to amend passed unanimously, with Rep. Anderson, Rep. Clark, Rep. Cosgrove, Rep. Last, Rep. Mascaro, and Rep. Morley absent for the vote.

The motion failed with Rep. Clark, Rep. Cosgrove, Rep. Daw, Rep. Julie Fisher, and Rep. Morley voting in opposition. Rep. Harper, Rep. Last, and Rep. Mascaro were absent for the vote.
    
S.B. 122    Eminent Domain Revisions (Sen. J. S. Adams) (Rep. M. Morley)

Sen. Adams introduced the bill to the committee.

Spoke for the bill:    Chris Kyler, Attorney for Utah Association of Realtors

MOTION:    Rep. Mascaro moved to pass the bill out favorably.

The motion passed unanimously with Rep. Harper absent for the vote.

MOTION:    Rep. Hemingway moved to adjourn the meeting. The motion passed unanimously         with Rep. Harper absent for the vote.

Vice Chair Fisher adjourned the meeting at 8:53 a.m.
