Rep. McIff called the meeting to order at 8:02 a.m.


H.B. 396    Speech-language Pathology and Audiology Licensing Act Amendments (Rep. D. Ipson)

MOTION:     Rep. Herrod moved to replace H.B.396 with 1st Substitute H.B.396.
        The motion passed unanimously with Rep. Litvack and Rep. Sumsion absent
         for the vote.

MOTION:     Rep. Mascaro moved to amend 1st Substitute H.B.396 as follows:


1.    Page 3, Lines 72 through 74 :    

             72          (b) provide the committee with verification that the applicant has received at least a
             73      master's degree in the area of audiology from an accredited university or college, based on a
             74      program of studies primarily in the field of audiology
  , and holds the CCC or its full equivalent       .




        The motion to amend the bill passed unanimously with Rep. Litvack and
        Rep. Sumsion absent for the vote.         



MOTION:     
Rep. Watkins moved to amend the amendment as follows:


1.    Page 2, Lines 41 through 45 :    

             41          [(3)] (c) provide the committee with verification[: (a) from the educational institutions
             42      involved,] that the applicant is the legal holder of a clinical doctor's [or master's] degree
{   ,   }        or       AuD,

             43      [or its equivalent in the area of speech-language pathology, speech science, or] in audiology,
             44      from an accredited university or college, based on a program of studies primarily in the field of
             45      [speech-language pathology, speech sciences, or] audiology; [and]


2.    Page 4, Lines 95 through 99 :    

             95          58-41-5.5. Temporary licenses.
             96          (1) (a) The division may issue a temporary license to an applicant for an audiology
             97      license who:
             98          (i) has obtained a master's or doctorate degree in audiology prior to July 1, 2010, or a
             99      clinical doctorate degree in audiology
{   ,   }        or       AuD, after June 30, 2010; and



        
The motion to amend the bill passed unanimously with Rep. Litvack
        and Rep. Sumsion absent for the vote.     

Rep. Ipson explained the bill to the committee.

MOTION:     Rep. Watkins moved to pass 1st Substitute H.B.396 as amended with a favorable recommendation. The motion passed with Rep. Litvack and Rep. Sumsion absent for the vote.
    
MOTION:     Rep. Watkins moved to place 1st Substitute H.B.396 on the Consent Calendar. The committee discussed the motion. Rep. Watkins withdrew the motion.     




H.B. 452    Collection Fees (Rep. S. Sandstrom)


Rep. Sandstrom distributed a handout and explained the bill to the committee, assisted by Rebekah Briggs, Utah Collectors Association.

MOTION:     Rep. Herrod moved to pass the bill with a favorable recommendation. The motion passed with Rep. Seegmiller voting in opposition.
    
MOTION:     Rep. Herrod moved to adjourn. The motion passed unanimously.

Rep. McIff adjourned the meeting at 8:56 a.m.
