Approval of Minutes
MOTION: Sen. Davis moved to approve the minutes of Tuesday, January 26, 2010.
The motion passed unanimously.
Chair Valentine announced that, at the request of the sponsor S.B. 45 Utah Fit Premises Act Amendments (W. Niederhauser) would not be heard today.
1. S.B. 107 Lien Amendments (C. Bramble)
Sen. Bramble introduced the bill.
Catherine Bramble, citizen, explained the reason for, and spoke in support of the bill.
David Told, Chair Construction Services Commission; Rich Thorn, President/CEO, Association of General Contractors and Bryan Babcock, Attorney, spoke in opposition to the bill.
Mark Steinagel, Director, DOPL and Sen. Scott Jenkins spoke to the bill.
MOTION: Sen. Urquhart moved to transmit S.B. 107 with a favorable recommendation.
The motion passed unanimously.
2. S.B. 85 Utah Construction Trade Licensing Act Amendments (S. Jenkins)
Sen. Jenkins explained the bill.
David Told, Chair, Construction Services Committee, spoke in support of the bill.
MOTION: Sen. Davis moved to transmit S.B. 85 with a favorable recommendation.
The motion passed unanimously.
MOTION: Sen. Davis moved that S.B. 85 be placed on the Consent Calendar.

3. H.B. 15 Deferred Deposit Lending Amendments (J. Dunnigan)
Rep. Dunnigan explained the bill.
